With the rapid development of highway construction in China, the construction of mountain highways will gradually become the focus.According to the road design concept of “avoiding high filling and deep digging” advocated by the Ministry of Communications, the proportion of bridges and tunnels in mountain road construction will further increase, and a large amount of tunnel hole slag will be generated, which will have an impact on the ecological environment; On the other hand,China's natural sandstone resources are increasingly exhausted, and the state has introduced relevant policies, such as: “river sand forbidden mining”,“development requires both Jinshan Yinshan and green water and green mountains”,which has caused the sandstone material market.A huge impact, many construction projects are facing “one sand is hard to find”.Similarly, the supplier of sand and gravel materials(sandstone production enterprises)is also facing shortage of raw materials, and the survival and development of enterprises are affected. In the context of the National 13 th Five-Year Plan to promote “zero abandonment”,the resource utilization of tunnel slag is considered to be an effective way to solve the above problems. This requires construction companies and sand and gravel production enterprises to seize the "opportunity",give full play to their respective advantages, and actively carry out cooperation to process the traditional tunnel slag into sand and gravel materials, realize the resource utilization of tunnel slag, and alleviate the supply and demand of sand and gravel materials. At the same time, the resource utilization of tunnel slag is also facing the "challenge" of environmental protection. It is necessary to pay close attention to the environmental impact of tunnel slag resource utilization, that is,the green problem.Based on this, this paper focuses on the cooperation mechanism between construction enterprises and sand and gravel production enterprises and the green nature of resource utilization in the utilization of tunnel slag resources. The main research contents are as follows:Firstly, based on the market mechanism and the government-driven perspective, the evolutionary game analysis of the internal cooperation mechanism between the construction enterprise and the sandstone production enterprise in the tunnel slag resource utilization is carried out.The paper analyzes the impact of the influence factors of the construction enterprises and the sandstone production enterprises on the evolution trend of the system under the market mechanism;and the specific conditions that the government subsidies need to meet when the two parties reach cooperation under the government subsidy; The software performs numerical simulation verification.Secondly,on the basis of the cooperation between the two parties, combined with the process of resource utilization of tunnel slag, the linear system based on the “stressstate-response” framework model, the improved analytic hierarchy process and the improved linearity of entropy weight method The method of determining the weight of the index weighting method and the evaluation method of the gray system theory establishes a green evaluation model for the utilization of tunnel slag resources. Finally, the evolutionary game model and green evaluation model established in this paper are applied to specific cases. On the one hand, through the actual investigation, the parameters are reasonably assigned, and the evolutionary game model constructed in the previous paper is used to solve the problem, and the correctness of the above conclusions is verified. On the other hand,by collecting the data of experts and scholars, the green evaluation constructed by the previous paper is used. The model evaluates the greenness of the tunnel slag resource utilization, and the green evaluation result is medium, which is consistent with the actual state, and once again proves the operability and effectiveness of the model.
