China has a huge amount of construction and demolition(C&D)waste,and the resource utilization of C&D waste is one of the important ways to achieve sustainable development of China’s economy and environment.The resource management of C&D waste involves many stakeholders,and the decision-making process of different stakeholders is a systematic and dynamic process.Through literature review and status analysis of stakeholders in the C&D waste management and resource utilization,it is found that most of the existing analysis of stakeholder’s decision-making process is based on the assumption of completely rational behavior subjects and there is a lack of analysis of dynamic repeated games for stakeholders.In addition,most of the existing research is from the perspective of the full life cycle of construction projects,which leads to the limitation of the research field to the preparation before construction and the site management during construction,and ignores the key process of C&D waste being transported to waste resource enterprises.In view of the shortcomings of existing researches,this paper firstly builds a C&D waste resource utilization industry chain based on the perspective of the whole life cycle management of C&D waste of “emission source → sorting and transportation → resource treatment → use of recycled products”.Analyze the flow of materials,information and money in the industrial chain,and clearly define the core stakeholders in all stages of the whole life cycle of C&D waste.In addition,two key nodes in the industrial chain are analyzed,which are :(1)the upstream industry supplies the C&D waste to the middle industry;(2)the downstream industry purchases the resource products produced by the middle stream industry.Secondly,based on the assumption that the game player is bounded rationality in the evolutionary game theory,after fully understanding the interest demands of each core subject in the key nodes,construct an evolutionary game model between the two subjects of “government and C&D waste producer” and the evolutionary game model among the “government,resource enterprise and consumer subject”,analyzes the dynamic strategy selection and occurrence mechanism among the various interest subjects.Finally,the MATLAB R2019 a software is used to simulate the operation trajectory of the stability strategy of the stakeholders in the three players evolutionary game model,and fully explain the influencing factors and the formation process of the final behavior considered in the decision-making process of each stakeholder.The results show that:(1)In the evolutionary game between the government and the C&D waste producer,it is an effective strategy for the government to increase the level of punishment if the producer violate the rules of disposal or landfill.If the sum of subsidies and benefits is higher than the cost of resource-based transportation,the producer will choose resource-based transportation.The improvement of public credibility and the reduction of policy cost of government regulation can promote the government to choose {Supervise} strategy.(2)No matter what the initial strategy choice of the government is,the final evolutionary strategy combination of the government,the resource enterprise and consumer subject is(0,1,1),that is,the government chooses the strategy of {No Supervise},the resource enterprise choose {Expand Enterprise Scale},and the consumer subject choose {Purchase of Recycled Products}.When the resource enterprise choose the strategy of expanding their scale,the government will stabilize in the strategy state of {No Supervise} earlier.The implementation of the government’s incentive strategy and the active consumption of recycled products will make the strategy of the resource enterprise evolve towards the direction of expansion.This paper focuses on the analysis of the dynamic game among the stakeholders,which can better reflect the actual decision-making process in reality.It not only provides theoretical support for the government decision-making departments to balance the interests of all parties,but also has the practical significance of improving the degree of C&D waste management and resource utilization.
