With the rapid economic take-off in China, the demand for oil is also increasing.China National Offshore Oil Corporation (CNOOC), in order to expand in overseasmarkets, accelerates the development of offshore oil exploration and relevanttechnology development. Fire extinguishing systems in offshore oil platforms have adirectly relationship to the safety of the platform. Therefore, it is important to ensurethe integrity and reliability of the fire-extinguishing system.Considering the unfavorable characters of narrow space, numerous combustibles,complex structure, long distance from the shore, inconvenience to rescue, this paper,based on the concept of comprehensive security management, established the safetymanagement of offshore oil platform fire extinguishing system which contains bothroutine maintenance management and periodic inspection and evaluation, to ensure theintegrity and completeness of the fire-extinguishing system. In the system, in terms ofroutine maintenance, the6S theory is used to establish the rules and guidelines for theroutine maintenance management. In terms of periodic testing and evaluation, thesecurity testing and evaluation index system is developed based on SAFETY CASEanalysis method and fuzzy comprehensive evaluation method is applied to establish thesecurity assessment model. Finally, a case study is carried out to validate the feasibilityof the above guidelines and model.
