Study On The Influencing Factors For China Oil&Gas Company Overseas Economic Cooperation Contract Model

Oil is a very special resource,but also a very special commodity,with international,strategic and financial properties.It is both scarce resources,and serious uneven distribution in the world.China is one of the world's major oil producers,but also a big country for oil consumption and oil imports.In 2011,President Xi Jinping put forward the "One Belt One Road" strategic concept,formed a comprehensive open development pattern.Energy cooperation also played an important roles in the "One Belt One Road" construction.China Oil and Gas Companies which as an important national business enterprises,have an important mission for "One Belt One Road" constructions.China Oil and Gas Companies as a leader in the promotion and implementation of national strategy,is facing more opportunities and greater challenges.Over past 20 years,the experience and lessons have told us that how to choose the international oil contract model is the most important during overseas oil and gas economic cooperation activities.But,at present,there are few studies on the influencing factors of international oil contract model selection.And there is little research on the quantitative ordering of influencing factors by fuzzy data analysis.Therefore,this paper intends to adopt the fuzzy analytic hierarchy process(FAHP)to analyze and demonstrate the influencing factors of the overseas economic cooperation contract model of China Oil and Gas Companies.Firstly,this paper reviews the domestic and international research on international oil economic cooperation,oil contract and oil contract factors through literature review,and arranging the three oil and gas companies in China overseas oil economic cooperation achievements and the status quo.Secondly,summarizes the six major types of contractual model in oil economic cooperation,including lease system(mineral tax system),production division,risk service,pure service,joint management and "buy back" contract.According to contract characteristics I summed up 20 influencing factors.According to the characteristics of influencing factors are divided into three levels,which are the macro environmental,the micro environmental and the fiscal and taxation system.Finally,the FAHP and Delphi expert judgment method are used to compare the influencing factors of the three levels through the form of questionnaire to obtain the data of importance of the factors among the general contract,mineral tax system and production division that the two kinds of special contracts are more used.And then,I quantified and ranked the influencing factors according to different levels of the impact of the weight coefficient.And completed the horizontal comparison among the three model of contracts according to the importance of influencing factors.It is found that the political environment,economic environment and social and cultural environment of macroeconomic factors are the most important factors influencing the choice of contract model,and make policy suggestions according to the analysis results.
