n recent years,Turkmenistan has concentrated on the development of import-oriented industries and weakened its dependence on export trade.However,due to the sharp drop in the value of international oil and gas products and the serious decline in its foreign exchange income,Turkmenistan is still unable to resist the trend of slowing down domestic economic development.However,affected by the continued low prices of oil,natural gas and other bulk commodities in the international market and the economic recession of major trading partners,Turkmenistan’s economy has encountered such challenges as declining growth rate,devaluation of currency and reduction of fiscal revenue.At present,the economic structure of Turkmenistan is highly dependent on the energy industry,and the downturn of international energy prices has caused serious adverse effects on the economy of Turkmenistan.It is of great value to study the countermeasures to enhance the international competitiveness of the oil export industry for the recovery and revitalization of the economy of Turkmenistan.According to the relevant theories of Professor Porter,this paper analyzes,measures and evaluates Turkmenistan’s oil export industry from the perspective of various elements that can constitute the competitiveness of a country’s specific industry,so as to lay the foundation for the evaluation and analysis of the comprehensive competitiveness of Turkmenistan’s oil export industry.Turkmenistan has a strong comparative advantage,but its competitiveness will be weakened due to insufficient processing in the long run.When the international oil price rises and the exports of other crude oil exporting countries decrease,Turkmenistan’s crude oil export position in its own overall exports will decline,and its international market share will also rise.On the contrary,once the total export volume of other oil producing countries increases,Turkmenistan will choose to increase its crude oil export,and its market share and the position of crude oil export in export revenue will decline.Turkmenistan’s crude oil export industry has strong competitiveness at present,but the growth of export is accompanied by other oil producing countries,and the competitiveness also has the risk of decline.At present,the comprehensive competitiveness of Turkmenistan’s crude oil export is affected by the sum of comparative advantage,market share,export growth advantage index and trade competitiveness index.Among them,the comparative advantage index and market share index have a very obvious upward trend,which has played a role in promoting the competitiveness of Turkmenistan’s crude oil export.The export growth advantage index and trade competitiveness index have a downward trend,which is playing a negative role in Turkmenistan’s crude oil export.Finally,Turkmenistan should take the initiative to publicize its oil and gas reserves,its desire to introduce foreign capital and technology,its willingness to increase oil and gas exploration and development,and its conditions for foreign investment.Turkmenistan should take the initiative to choose the refining chemical integration mode of combining refining and petrochemical production.In order to transform Turkmenistan’s traditional petrochemical industry,which originally focused on oil refining,into a modern petrochemical industry capable of producing high-end chemicals,a large number of technologies need to be introduced to enhance the ability of raw oil conversion into chemical products.
