The Employment Effect Of Environmental Regulation

Since China's reform and opening up,economic and social development has been developing at a rapid pace,achieving remarkable achievements in development and construction.It is now the world's second largest economy after the United States.But also appeared in the process of all kinds of environmental problems,serious environmental pollution in some cities,for the broad masses of the people's normal life and negative impacts on economic sustainable development.However,how to achieve growth,reduce energy consumption and maintain employment is the key focus of the central government in the current economic new normal and the increasing downward pressure on the economy.Before and after the Copenhagen conference in 2009,China has started to implement strict regulations on environmental issues,including reducing energy consumption and pollution control.However,if the environmental regulation is stronger,it will inevitably affect economic and social development.So how will the strengthening of environmental regulations affect employment? This will be the crux of the study.Research direction of this paper is to study the impact of environmental regulation on the employment,to environmental regulation,environmental regulation caused by industrial upgrading effect and industry transfer effect and jobs into a complete analysis framework,reveal the inherent mechanism of the impact of employment of pollution control,so as to realize the win-win outcome environmental improvements and employment increase.In view of this,this paper firstly analyzes the specific mechanism of industrial upgrading effect and industrial transfer effect of environmental regulation on employment size and structure.In this case,the environmental regulation cost effect will reduce the employment scale of the region,while the substitution effect of factors and requirements can promote regional employment growth.Industrial upgrading under environmental regulation effect can affect the regional employment scale,it's even more by specific cost effect,element substitution effect and the influence of demand substitution effect size comparison between each other.Adjustments to the structure of employment will drive the replacement of low-skilled Labour with highly skilled Labour.As forenvironmental regulation of the industry transfer effect,can increase total ingoing ground of employment,while making new changes appear in the area of origin employment structure,also is the area of origin high-skilled personnel employment increase in the number.Next,the employment effect of environmental regulation was empiricized by using the data of China's inter-provincial panel from 2001 to 2015.According to the research result shows that changes in the industry to ignore the environment situation,the implementation of the environmental regulation policies will make regional employment were reduced in scale,and at the same time will not increase the number of highly skilled labor force employment.In considering the environmental regulation of industry upgrading and transfer effect,environmental regulation of the industry upgrading effect although did not increase the overall size of employment,but it can increase the skilled labor demand;Under the effect of environmental regulation of industry transfer,will increase the domestic employment scale,and more conducive to highly skilled labor force employment,however,leads to the size of the area of origin employment as well as less skilled Labour relative quantity.Based on this,this paper argues that it should be convenient to start from the following aspects: first,ensure the steady development of the economy and implement the employment priority strategy;Second,promote employment in the industrial upgrading effect of environmental regulation;Third,the purpose of employment protection is realized under the industrial transfer effect of environmental regulation.
