The Impact Of Environmental Regulations On Labor Employment In The Five Northwestern Provinces And Employment Policy Research

Environmental regulations are based on the government,aiming at the negative externalities caused by environmental pollution.The government and related departments usually adopt administrative measures,market control measures and other restrictive measures to cause environmental pollution under strict control of laws and regulations.Supervise and manage the economic activities of the organizations or individuals to internalize the external costs incurred in order to achieve the goal of coordinated and sustainable development of the local environment and economy.However,there are differences in the level of socio-economic development,location characteristics,and resource endowments in various regions,and the management methods and industrial development levels adopted by the governments of various regions are also different.Therefore,the implementation methods or regulatory strengths of environmental regulations also depend on their The conditions are obviously different from the actual situation.After defining the basic connotations of environmental regulations,labor employment and employment policies,this article makes a logical combing of the mechanism of environmental regulations on labor employment.Secondly,this study chooses the five northwestern provinces that are currently less studied as the research object,and analyzes the current environmental regulation situation,labor employment and employment policy situation in the five northwestern provinces,and based on the Cobb-Grass production function on environmental regulation and employment scale The impact mechanism of employment structure and employment structure was further analyzed,and dynamic panel data of the five northwestern provinces from 2000 to 2017 were selected to conduct a full-sample empirical test of the impact of environmental regulations on labor employment,and passed the environmental regulations in County A of Ningxia Hui Autonomous Region.And the labor employment problem of shutting down enterprises is analyzed by case.Through empirical tests,we analyze the direction and extent of the impact of environmental regulations on labor employment in the five northwestern provinces at the macro level.The results show that environmental regulations in the five northwestern provinces have a negative impact on labor employment,but the overall strength of the regulations is relatively weak.Cross-examination of the industrial structure revealed that the environmental regulations of the five northwestern provinces have caused more significant employment losses on the overall employment scale.At the same time,Chapter 6 uses cases to go into the micro-level analysis of the impact of environmental regulations on labor employment in the five northwestern provinces,and carefully analyze the problems of environmental regulations on labor employment,especially reemployment issues,such as the lack of systematic planning of industrial structure,environmental regulations Most of the unemployed people whose procedures are not standardized and are affected by environmental regulations are affected by factors such as age,knowledge and skills,and the difficulty of re-employment is relatively high.The intensity of environmental regulations is constantly strengthening awareness of the inevitable trend,but it is necessary to promptly deal with the negative impacts caused by the advancement of environmental regulations,especially the key livelihood issue of employment.Therefore,it is necessary to do a good job in the placement of reemployed personnel due to environmental regulations,increase reemployment training,scientifically and rationally arrange training content,provide quality support for the transfer and placement of employees,and provide timely and effective provision for reemployed personnel.Social security,maintain social stability,and realize the happiness of the people.
