With the rapid development of China's industrial level,industrial cluster and industrial parks with a certain scale have been continuously formed in various local regions due to the continuous strengthening of industrial clustering effect and industrial linkage effect.On the one hand,these parks can better promote the cooperation and development between local industries,expand the scale of the industry,and make significant contributions to local economic and social development.On the other hand,the unreasonable planning of the park's scale,layout,land use patterns,and industry types may invade or pollute the ecological space and living space on which people rely,and bring about certain adverse effects on the regional ecological environment and the human settlement environment.Once the boundaries of the park are delimited and industries are landed,the difficulty of dealing with pollution problems and risk issues in the later period will be greatly increased,or they will not be changed by any regulations.In order to avoid or mitigate the potential hazards that the planning area brings to the ecological environment and the human environment,the Ministry of Environmental Protection of the People's Republic of China incorporated the planning environmental impact assessment into the "Environmental Impact Assessment Law of the People's Republic of China" in 2003.Later,they promulgated the "Environmental Impact Assessment Regulations for Planning"(2009)and the "Technical Guidelines for Planning Environmental Impact Assessment"(2014).Planning environmental impact assessment has become an important institutional arrangement for the prevention of environmental protection in China.However,for more than a decade,the difficulty in the implementation of planning environmental impact assessment is still a prominent problem that restricts the effectiveness.Then,the Ministry of Environmental Protection issued the "Guidance on Planning for Environmental Impact Assessment and Strengthening of Space Control,Total Volume Control and Environmental Access(Trial)" in 2016,in order to strengthen the analysis and judgment in planning environmental impact assessment work of the environmental rationality of planning park scheme in judging the site selection,layout and leading industry selection in the main function zone and urban overall planning scale.However,the technical methods and management system of planning environmental impact assessment are still not perfect,Among them,the further strengthening of the space control,total volume control and environmental access functions of the environmental impact assessment has become an urgent need of the environmental management department.Based on the literature search and analysis of relevant laws and regulations,this paper studies the theoretical method system of ecological red line demarcation,the theoretical method system of ecological space demarcation,and the theoretical method system of urban and rural planning,and further constructs space control in the planning environmental impact assessment.The main research results obtained in this study are as follows:(1)Summarized the status of space control research in domestic and international planning environmental impact assessments,summed up the existing problems,and gave the concept,purpose,role and principles of space control in planning impact environmental assessment;(2)The planning area is divided into ecological space,living space and production space,and analysis of the related concepts and relationships between ecological space and ecological red line;(3)Based on the analysis of ecological sensitivity,the specific methods and steps for the demarcation of the ecological space in the planning area were proposed;the types of space control areas and regulatory requirements were formulated;the relationship between the space control areas and other functional areas was analyzed;(4)From the perspective of population size and land use scale,the rationality analysis method for setting the boundaries of the planning area is given;(5)Establishing a system framework for space control technology and methodologies in planning environmental impact assessment;(6)Combining the principle of demarcating the ecological red line and ecological space,according to local conditions,a comprehensive evaluation index system for the suitability of space control zones was constructed;(7)Applying the spatial control theory and technical method system in the planning environmental impact assessment to the space control work practices of the"Shishi Marine Biotechnology Park Controlled Detailed Plan".Comprehensive information and the use of methods such as ArcGIS have completed the division of space control zones in the planning environmental impact assessment of the case study.Further,the specific delineation of each space control area is given,and the optimization and adjustment suggestions for the layout of production space and living space are proposed.The space governance theory and technical method system in the planning environmental impact assessment constructed in this paper can provide theoretical basis and technical support for China's planning environmental service department and management department.It can improve the quality of planning environmental impact assessment,and enhance the regulated effectiveness of planning environmental impact assessment.
