With the rapid development of the industrialized economy and the continuous advancement of urbanization,the energy consumption of coal and petroleum has increased dramatically.A large number of atmospheric pollutants including sulfur dioxide,industrial dust,carbon oxides and other emissions have caused the serious deterioration of China’s air pollution.Severely polluted weather occurs frequently.At present,China’s air pollution is mainly reflected in the air pollution of urban agglomerations,which indicates that China has developed from soot-type pollution to compound air pollution.The pollution range is more regional in nature,especially ozone,PM2.5,PM10 and other atmospheric particulate matter The regional compound pollution problem,which is the main pollutant,is becoming more and more serious,reflecting the characteristics of atmospheric pollution in the spatial dimension.The Yangtze River Delta region,as the most developed area with comprehensive strength in the eastern coastal areas of China,has one of the most intensive air pollutant emissions and the most serious cross-pollution of atmospheric composite pollution.It is of great significance to optimize the joint control mechanism in terms of precise division of scope.The purpose of this study is to analyze the spatial and temporal characteristics of air pollution in the Yangtze River Delta,and to find that the regional composite pollution in the Yangtze River Delta is more significant,The characteristics of"spatial spillover effect" and "regional agglomeration effect" of air pollution mean that "unilateral" or "blind multilateral" behaviors will be futile due to "leakage effect" of regional air pollution,Therefore,this paper introduces the governance examples of Shanghai World Expo and Hangzhou G20 summit,summarizes the positive results of air pollution control since the establishment of the joint prevention and control mechanism,and summarizes the practical difficulties and important bottlenecks in the implementation of the joint prevention and control mechanism in the Yangtze River Delta region,By using the method of exploratory spatial data analysis(ESDA)and the data mining technology of spatial correlation analysis with ArcGIS and geoda software,several or single cities are divided into several joint defense and joint control sub regions based on the characteristics of pollutants,with the city as the basic division unit.Through research findings,(1)In the Yangtze River Delta urban agglomeration,the pollution degree of Jiangsu Province,Anhui Province and Zhejiang Province decreased in turn,and the average pollution level of Shanghai ranked 18th.(2)The seasonal difference of air pollution in the Yangtze River Delta is obvious,showing the spatial-temporal characteristics of "high in spring and low in autumn" and "high in the north and low in the South".(3)At present,the joint defense and control mechanism in the Yangtze River Delta has many difficulties,such as unscientific division method,democratic participation mechanism,benefit compensation mechanism and imperfect legal mechanism.(4)The division scope of regional joint prevention and control is analyzed when PM2.5,SO2 and O3 are used as key pollutants for joint prevention and control of air pollution.Finally,based on the research results and facts,this paper puts forward the ideas and Countermeasures to optimize the joint prevention and control mechanism of air pollution control in the Yangtze River Delta region in terms of technical support,democratic participation,compensation mechanism,and improvement of laws.
