China and Russia have made rapid economic and trade relations in recent years.In 2011,Russia joined the WTO organization,which provided a good foundation for the development of foreign trade in Russia.For Russia,economic development has a lot to do with the strategic resources of oil,from the Chinese point of view,China's economy is constantly developing rapidly,the demand for oil is also rising,China has become the world's largest Oil consuming and importing countries,China's economic development is faced with an important question is how to ensure that China's oil-importing countries can supply oil stable.Judging from the practice of oil trade between the two countries,intergovernmental cooperation plays an important role in the oil tradeThe development of Sino-Russian oil trade situation is very good,two through the oil trade can be mutually beneficial,but also can help the two countries to enter a new stage of development."Eurasian Economic Union" and "Silk Road Economic Zone",China-Russia comprehensive trade cooperation,high-quality,large-scale,deepening energy trade cooperation,can continue to drive the development of a number of other areas of cooperation,thus driving Two economic and trade modernization to a new height.China and Russia give full play to their cooperation in bilateral relations.China and Russia's oil trade is not a market mechanism to solve all problems.In practice,the communication between the Russian Federation and the central government of China can always be found,and the relevant oil companies of the two countries as the main market are in a relatively minor position.This paper studies the historical development of Russia and China's oil trade,the communication barrier in cooperation and the framework of government relations coordination.It is believed that the solution of oil trade conflict in China and Russia tends to adopt the method of "intergovernmental coordination",But the cost of this mediation is very high,the lag effect is obvious,is a passive way of mediation,from the basic rules of international trade and development trends,should be resolved through international law.This paper is divided into three parts,a total of six chapters,the first part includes the introduction and the first chapter,introduced the topic of this paper background and related research methods.The second part is the main part of the paper,including the second,three,four,five total of four chapters.Mainly analyzes the development and transformation of oil trade cooperation between China and Russia.The sixth chapter is summarized,as a summary of this paper,summed up the future development of Sino-Russian oil trade prospects and prospects for the future.
