| With the rapid development of social economy,accelerating process of urbanization and industrialization,and the continuous improvement of people’s living standard,the output of solid waste in China is rising dramatically,especially for the hazardous waste.At present,hazardous waste collection,transportation and utilization in the disposal process,as a result of bad management,caused serious pollution to the atmosphere,water,soil,etc.It is not only a serious waste of limited natural resources,but also damage to people’s production and life,which cannot be ignored.Land area of five cities in north pf Jiangsu accounts for 52%of the total area of Jiangsu province.In addition,population in these cities accounts for more than 40%.However,compared with the southern and middle Jiangsu,economy is relatively underdeveloped.In recent years,after the promotion of economic development,the rapid growth of economy,and accelerated urbanization process,the environment is under pressure.Several illegal transfers of hazardous waste and dumping of environmental pollution caused ecological destruction,environmental pollution,people poisoning events,and economic loss,resulting in serious damage to people’s physical and mental health.This paper first investigated the economic development of the five cities in the north of Jiangsu.The results show that the economy in the five cities occupied only about 22%of the total economy of the province,and the average per capita income was only 43%of that in the south of Jiangsu.Among the five cities,economic development level of Xuzhou city is higher than the other four,and Yancheng is slightly lower than that of Xuzhou city.The distribution of hazardous wastes generated from each city were from chemical industry except Xuzhou city,while the largest amount were from Yancheng and Lianyungang cities.Machinery manufacturing industry generated representative automotive retail hazardous wastes in Xuzhou and Yancheng cities.Industry orientation and waste varieties can be shown from the amounts of wastes generated from the industries,such as medicine,silicon industry cluster in Lianyungang;automobile industry cluster in Yancheng.From hazardous waste generated from the whole Jiangsu province in recent five years and their recycling in 2011 to 2015,hazardous waste generated in 13 cities in our province;and the occupation rate of hazardous waste generated in the 5 cities in the north of Jiangsu,major hazardous waste was generated in Suzhou,Wuxi and Nanjing,which accounted for 62.6%of the total amount of the province in 2015,and decreased by 5.9%compared to 2014.The total amount of the hazardous waste discharged from these three cities in 2011 to 2014 accounted for 78.5%,73.2%,71.7%and 73.2%of the hazardous waste produced from whole provience,respectively.The major hazardous waste was generated Lianyungang,Huaian and Suqian among the 5 cities in the north of Jiangsu,which accounted for 79.8%of the total amount of the 5 cities in 2015,and increased by 5.4%compared to 2014.The total amount of the hazardous waste discharged from these three cities in 2011 to 2014 accounted for 41.3%,47.6%,66.0%,and 74.4%of the hazardous waste produced from the 5 cities,respectively.As for the southern,middle and north of Jiangsu,hazardous waste incineration and landfill disposal capacity were 57334 tons/year accounting for 22%and 20000 tons/year accounting for 14%of the whole provience,respectively,for the north.Hazardous waste disposal abilities of Xuzhou,Huaian,Yancheng,Lianyungang,and Suqian were 88450,83550,351500,183890,and 114900 tons/year,respectively.In summary,based on the analysis of generation,utilization,and storage of hazardous waste disposal in the five cities and the geographical distribution of waste disposal companies from 2010 to 2015,disposal capacity and techniques now available of these cities were revealed.For problems of hazardous wastes disposal existing in the five cities in north of Jiangsu,successful experiences from western developed countries were absorbed,then sustainable development and circular economy management were established and regional integration exchange platform for hazardous wastes treatment was proposed,meanwhile,waste disposal ability established by local government under market-oriented economy will meet local economic development.As for how to set up integrated management system,the first one is to establish the overall plan for hazardous waste management;the second is to establish comprehensive laws and regulation systems,and supervision and administration institutions for hazardous waste management;the third is to enhance the level of management information of hazardous waste and to establish the hazardous waste exchange platform. |
