With the gradual acceleration of China's economic development,the improvement of the market environment and the further implementation of all kinds of economic policies such as "one belt and one road",opportunities for development and upgrading have been placed in front of all walks of life in China.Especially in the information,scientific and dynamic era background,any industry or enterprise in order to survive and develop,in addition to the key factor to do a good job of product,must attach great importance to the management level within the enterprise.In the internal management of enterprises,more and more managers attach importance to human resource management.As one of the core contents of human resource management theory,performance management theory has also been widely recognized by many domestic managers.Since the theory of performance management has been studied and applied in China,it has played a key role in improving work efficiency,improving performance level,increasing employee income,and improving corporate profits.However,there are still many domestic enterprises,due to the management awareness is not clear,staff acceptance is not high,the enterprise system is not perfect,corporate culture is not suitable and other factors,did not give full play to the role of performance management.In short,the overall level of performance management in domestic enterprises is not high,and only a few enterprises can make full use of performance management.Therefore,in this difficult situation,but also forced theoretical researchers to conduct in-depth analysis and Research on performance management,in order to truly integrate performance management and enterprise management.In this paper,CD tobacco company as the research object,on the basis of in-depth research,CD tobacco company performance management status analysis,accurate investigation of the existing difficulties and deep-seated reasons,and on this basis to form a solution.Firstly,this paper adopts the method of literature analysis,fully analyzes and studies the relevant literature,summarizes and combs the relevant theories,focusing on the theory of strategic performance management,balanced scorecard,and consolidates the theoretical basis of this study.Secondly,this paper analyzes and studies the impact of these factors on the management of CD tobacco company from the aspects of human resource status,internal and external environment,industry background andso on.Finally,this paper adopts interview method to interview the staff who can represent other staff in the three levels of management,middle-level and general staff of CD tobacco company,grasping their opinions and suggestions on performance management of CD tobacco company deeply,and on this basis,combining with the author's own observation,thus accurately identifying CD tobacco company.The main problems of performance management.Through the study,it is found that there are many problems in the performance management of CD tobacco companies,such as the disjointed strategic objectives,the lack of performance system,the lack of performance management links and so on.In view of these problems found in the study,the author combines the current actual operating state of CD tobacco companies,with the Balanced Scorecard as the main focus,redesigns the strategic indicators of CD tobacco companies,clarifies the key performance indicators of enterprises,departments(departments)and individuals,and around the improvement and perfection of the performance system,manages the performance.Four key links and contents in the management are remodeled,and efforts are made to improve and perfect the status quo of performance management of CD tobacco companies through the combination of theory and practice,to further enhance the overall performance management level of enterprises.At the same time,it also provides advanced experience and Practice for other city-level tobacco companies in the industry to improve the performance management model and solve outstanding problems,which has certain reference and practical significance.
