| In recent years,due to the dual impact of the global COVID-19 pandemic and economic changes abroad,domestic coal supply and demand have undergone great changes,coal prices are running at a high level,and the cost of electricity,metallurgy and other producers has gradually increased.In the face of this situation,the state put forward the requirements of coal supply guarantee,so that coal enterprises should increase production capacity to ensure coal supply.At the same time,with the development of 5G technology,intelligent coal mining,robot operation of key underground positions and unmanned transportation and other ideas have been realized,and intelligent construction of coal mine and smart mine construction have become the next development direction of coal enterprises.For ZH company,which has 6 coal mines and 1 large coal washing plant at present,it is particularly important to hire,evaluate and cultivate a group of knowledge,professional and comprehensive managers in the face of the above external environment changes.Therefore,it is of great significance for ZH company to build a set of scientific and feasible performance management system,improve and enhance the quality and ability of managers while completing various performance indicators,and actively cope with the current complex and changeable operating and management environment.In accordance with the research ideas of raising questions,referring to cases and solving problems,this paper adopts research methods such as questionnaire survey,personnel interview and case analysis to optimize the performance management system of ZH Company’s subordinate enterprise managers.First of all,by means of data investigation and historical data review,the status quo of performance planning,performance implementation,performance evaluation and performance feedback in the performance management of the subordinate enterprise managers of ZH company was sorted out,so as to clarify the status quo of performance management of the subordinate enterprise managers.Secondly,through personnel interview,questionnaire survey and other ways,put forward the existing design defects and unreasonable parts of the performance management system of the subordinate enterprise managers.Through literature review,the problems of the current performance management system are compared with relevant theories and cases of performance management,and the problems and causes of the existing system are comprehensively analyzed.Finally,a comprehensive use of a variety of performance management system design methods,combined with the actual situation of ZH company’s enterprise management mode,management philosophy and other managers,the existing system is improved and optimized,and a set of multi-dimensional and multi-objective performance management system based on balanced scorecard is built.This paper proposes a multi-dimensional and multi-objective balanced scorecard performance management system construction mode based on the two fundamental points of safety and environmental protection,which enables ZH company to respond to changes in the external environment in a timely manner,expand the dominant position of the enterprise in the market competition,and further enhance the core competitiveness of the enterprise at the same time.It also provides a certain reference value for the construction of performance management system of high-risk mining enterprises with similar conditions. |
