Xinghua Real Cigarettes Illegal Circulation Regulation Research

This paper,starting with the introduction of the development process of China’s tobacco monopoly system,illustrates some key concepts such as tobacco products,illegal circulation of cigarettes and supervision of internal monopoly management.It mainly expounds the development introduces the forms and hazards of the illegal circulation of cigarettes in detail.The existing forms and causes of illegal circulation of cigarettes in Xinghua,the problems and reasons for the illegal circulation supervision of cigarettes in Xinghua,and finally put forward the closed loop control method of PDCA full process based on MORT mechanism to improve the efficiency of the illegal circulation of cigarettes in Xinghua.On this basis,this paper uses the empirical analysis method to be based on the MORT mechanism.The closed-loop environmental control method of PDCA whole process is studied systematically,and the feasibility of controlling the illegal circulation of cigarettes is demonstrated with the implementation effect data in the area of Xinghua.Finally,some suggestions on how to control the illegal circulation of genuine cigarettes in Xinghua are put forward.To clarify the limitations of the current cigarette marketing and the lag of internal supervision and management,we will point out the direction for further reform and innovation.The regulation of illegal circulation of genuine cigarettes is a systematic project with arduous,complex,urgent and long-term nature.Only by respecting the law of the market,reforming the cigarette marketing model,promoting the scientific nature of the cigarette source,strengthening the mutual control mechanism of the information sharing and joint supervision of the front-line personnel,increasing the market supervision and cutting off the underground channel of the illegal circulation of cigarettes,can we ensure the stability of the cigarette market,and finally prevent the illegal cigarettes from being illegal.Circulation,purify the cigarette market and ensure the goal of national revenue.
