The Research On Safety Supervision Of Special Equipment In P City After The Reform Of Market Supervision System

Special equipment is widely used in production and life because of its high efficiency and convenience.With the rapid development of China’s economy and the continuous advancement of urbanization,the number of special equipment has shown a rapid growth trend,which is increasingly closely related to people’s lives.Elevators,pressure vessels,pressure pipes and various large-scale amusement facilities have become an indispensable part of people’s livelihood security infrastructure,which brings convenience to people and also brings great risks.Accidents happen from time to time,and the safety challenges faced by special equipment safety supervision department are becoming increasingly severe.This paper takes P city as an example,uses the market failure theory and government regulation theory,uses the methods of literature research,investigation and interview,and the combination of theoretical research and empirical research to analyze and summarize the experience of safety supervision of special equipment at home and abroad,and expounds the measures taken to strengthen the safety supervision of special equipment after the reform of P city’s system,that is,pay attention to safety publicity and business training,and improve the safety supervision ability of personnel,Carry out a number of special governance work to enhance the credibility of safety supervision,improve the elevator emergency response and cylinder risk early warning mechanism by means of scientific and technological means,adjust the elevator maintenance mode and inspection and detection method according to the actual situation of the enterprise,and improve the scientific nature of supervision.However,due to the lag in the construction of credit system,the lack of the supervision team,the slow construction of intelligent supervision and the limited software and hardware of the inspection and testing institutions,the hidden dangers of special equipment are not well managed and can not fully meet the public’s expectations for the safety of special equipment.This paper analyzes the causes of these supervision problems,and draws on the supervision methods at home and abroad,combining with the actual situation of P city,puts forward countermeasures and suggestions to promote the construction of the integrity system,strengthen the security management and control force,make full use of "Internet plus supervision" to improve work efficiency,speed up the construction of inspection institutions,and so on.It also provides reference for safety management of other cities and the optimization and innovation of safety supervision of special equipment.
