Research On The Present Situation And Improvement Countermeasures Of Coal Mine Safety Supervision In D City

Coal mines,which see innumerable destructive and uncontrollable accidents,are high on the agenda of production safety supervision,and thus have been taken seriously by local authorities.Under the leadership of the Party Central Committee and the State Council,China has made great improvements in its coal mine safety environment.Nevertheless,China,saddled with a daunting and complex safety situation,still has a long way to go to ensure the safety of coal mines.On the premise of ensuring safety and meeting the demand for coal energy for economic and social development,it provides a good guide and makes practical sense to further explore better measures of coal mine safety supervision,effectively supervise coal mine businesses to fully implement relevant regulations,improve coal mine safety management,and prevent and curb accidents in coal mines.Based on the current coal mine safety supervision in D city,this study explores how to improve the supervision by consulting a large number of literatures and conducting field investigation and collecting data studies in light of evolutionary game theory,information asymmetry theory and collaboration theory.Building a tripartite game model of government regulator-coal company-intermediary agency(government purchase),this paper finds the choice of coal mine safety supervision strategy mainly rests on the decision of government regulators and coal companies,and that when faced with higher punishment for illegal production than the safety investment,coal companies will actively increase input in safety equipment and training.Then,this paper probes into the key problems founded from different aspects: lack of strong guarantee of administrative punishment,limited role of social public supervision and low service quality of intermediary agencies in D city.In view of the above problems,this paper finds the reasons for the failure of coal mine safety supervision in D city are as follows: The coal mine safety supervision system needs to be improved;the personnel responsible for the coal mine safety supervision and law enforcement are incompetent and the cooperative governance mechanism needs to be strengthened.Finally,the paper puts forward the countermeasures and suggestions to improve the coal mine safety supervision in D city.Based on cooperative governance of different parties,the relationship of supervision of coal mine production safety should be defined as regulator-regulated body.This will enable the data interaction and collaborative governance between various systems of coal mine production,and provide a smoother channel of "supervision-policy implementation feedback",thereby eliminating hidden safety dangers in time,and further promoting the continuous and stable improvement of the coal mine safety situation in D city.
