Research On Post Evaluation Of Sewage Treatment Plant BOT Project

The post-evaluation of sewage treatment plant has been paid more and more attention with the development of environmental protection industry and the improvement of project management.However,the research on the post-evaluation of sewage treatment plant in build-operate-transfer(BOT)mode is still in the initial stage,the study data and results are less,and a scientific and systematic post-evaluation system has not been established yet.This paper first discussed the methodology of post-evaluation,analyzed post-evaluation content of the sewage treatment plant in BOT mode,and established a reasonable post-evaluation index system based on the project characteristics and specific conditions.And then the sewage treatment plant A was evaluated using comprehensive fuzzy evaluation model.At last,the research conclusions were drawn and the research limitations were pointed out.The main research conclusions of this paper were as follows:(1)According to the scientific,practical and feasible principle,the post-evaluation index system of the sewage treatment plant in BOT mode,considering the features of market operation and public infrastructure projects,was established.This index system included four primary indicators: construction process,production and operation,economic effectiveness,environmental benefit and several corresponding sub-indicators.Based on the theoretical method,the main indexes and subdivision indexes are optimized and innovated.(2)Built comprehensive fuzzy evaluation model on the basis of fuzzy theory and analytic hierarchy process(AHP):(1)according to the structure of the post-evaluation index system of sewage treatment plant in BOT mode,the pairwise comparison judgment matrix was established by expert rating,the weight vector was calculated and each index weight was determined after the consistency test;(2)set five evaluation grades,established the fuzzy matrix of the four primary indicators through the expert score,then calculated the result vector of each primary indicators,and obtained the fuzzy matrix of the overall indicator,finally calculated the result vector of the overall indicator.(3)After the post-evaluation of A sewage treatment plant,relatively objective and reasonable evaluation results are obtained,and the practicability and scientificity of the post-evaluation index system and model are tested,which can provide theoretical reference for the similar projects.
