Research On Post-Evaluation Index System Of The Lubricant Plant Construction Project

Since the State-owned Assets Supervision and Administration Commission of the State Council issued The Central Enterprise Fixed Assets Investment Post-project Evaluation Work Guide in2005, under the influence of state-owned railway, water conservancy, gas, electricity, oil, and other enterprises, domestic industries have been starting to attach great importance to the construction and practice of post-project evaluation. In recent years, post-project evaluation work has made great progress in the petroleum and petrochemical industry. Petroleum energy companies represented by Sinopec and PetroChina have formulated respective management measures and detailed implementation rules for post-project evaluation according to the characteristics of the industry. However, seen from the research and application of post-project evaluation at home and abroad, the contents and methods of post-project evaluation will not be completely consistent due to the complexity of projects and variety of project types. Although lubricating oil production plant construction project belongs to the petrochemical industry, it is different from oil refining and chemical projects. Therefore, it is necessary to conduct further research aimed at the characteristics of lubricating oil production plant construction project, and work out a system of post-project evaluation index fit for the lubricating oil production plant construction project.This article briefly introduces domestic and overseas research on post-project evaluation and petrochemical project post-evaluation, and lists the related theoretical basis and common methods of post-project evaluation, such as system, control, feedback, sustainability theories, and correlation method, analytic hierarchy process (AHP), and investigation method. Also, it analyzes the characteristics of domestic petrochemical projects, points out the differences between lubricating oil plant construction project and petrochemical project in market, technology, layout, energy consumption and environmental impacts, and leads to some realistic problems in evaluation of lubricating oil production plant construction project. When building post-project evaluation index system of lubricating oil production plant construction, this article complies with the principles of scientific, corresponding, contrasting, practical, independent, and quantitative index, uses Delphi method and analytic hierarchy process (AHP), targets at the characteristics of the lubricating oil production plant construction project, combines the general properties of petrochemical project, and finally establishes a post-project evaluation index system, which contains three levels---the index, elements, scoring criteria, six types of index---project decision-making, construction management, after implementation, economy, impact and sustainability, as well as21elements corresponding to various indexes. Using the200000tons/year lubricating oil plant construction project of Sinopec Wuhan Branch as an example, this article makes an empirical analysis of this evaluation index system. In the conclusion, this article summarizes some experience and puts forwards some problems that need further study, in order to make more reasonable, just and fair evaluation of oil production plant construction projects, improve the level of project decision-making and management in the lubricating oil industry, and promote more professional and detailed development of post-project evaluation system.
