Research On The Supervision Of Environmental Sanitation PPP Project In Haikou City

The urban sanitation status is an important indicator to measure the level of urban development,which directly affects the quality of life of urban residents.In order to provide higher quality sanitation services,the Haikou Municipal Government explored and reformed the sanitation work model,decided to implement the integrated sanitation operation in the city,and provided urban sanitation services in the public-private partnership mode(PPP mode for short).PPP is the abbreviation of English Public-Private-Partnership.The Chinese name is"Public-Private Partnership",referred to as public-private partnership.It is a project operation mode provided by public infrastructure and services through government and social capital cooperation.Compared with the traditional public sector supply model and the fully marketized supply model,the PPP model has many advantages.The sanitation PPP project can not only take advantage of the public sector,such as the supervision and coordination function of the public sector,ensure the fairness and applicability of public service provision,but also ensure the efficiency of the private sector,introduce private capital,and alleviate financial pressure.The unity of social and economic benefits.However,while the positive benefits of the PPP project are exerted,it also proposes a new topic for the government's public management,that is,how to do a good job in the supervision of the sanitation PPP project to ensure the smooth operation of the project.This paper takes Environmental Sanitation PPP project in the district of Xiuying as the research object,and explores the supervision status and existing problems of Xiuying District sanitation PPP project through literature research and interview investigation.At present,the main regulatory problems in the PPP project of Xiuying District are mainly as follows:First,the government's regulatory function is not accurately positioned,second,the scope of project supervision is narrowly defined,and third,the construction of the regulatory system is not perfect.The project's regulatory behavior has not been institutionalized and long-lasting;Fourth,the problem of unreasonable setting up of the regulatory agency,the concrete manifestation is the single project supervision model,the long-term lack of supervision of the public sector,the social supervision is in the form,long supervision and other issues;The fifth is the problem that the project supervision means is backward.At present,the supervision of the quality of sanitation services of the sanitation PPP project in Xiuying District mainly depends on the supervision method of manpower inspection.The supervision of manpower and material resources is consumed,efficiency is difficult to improve,and the sixth is the low quality of supervision personnel.Finally,according to the regulatory problems existing in the PPP project of Xiuying District,this paper puts forward some countermeasures and suggestions.First,improve the construction of the supervision system.The system construction mainly includes the construction of the environmental inspection system for environmental sanitation service and the construction of the project capital investment supervision system.The second is to improve the construction of the PPP project supervision system,starting from three aspects,namely the legal and regulatory system construction,the regulatory agency system construction and the regulatory performance evaluation system.The third is to innovate regulatory measures to enhance regulatory effectiveness.
