Study On The Market Supervision Of Sanitation Work Of Suzhou

With the rapid development of economy and people's living standards,Suzhou's amount of garbage generated and workload of sanitation is increasing.To alleviate the pressure of sanitation,Suzhou began to develop the marketization of sanitation service.However,supervision of sanitation service in Suzhou is unsound.It caused so many problem is sanitation service market.Therefore,we studied on how to improve supervision of sanitation service in Suzhou.Today Suzhou's supervision of sanitation service market has a lot of problems.First,the legislation system of supervision of sanitation service is unsound.Second,the audit of bidding system is missing.Third,regulators accountability of government is not clear.Fourth,supervision of sanitation service methods is single.Fifth,government supervision staff has little professional knowledge.Sixth,the lack of supervision in government.Seventh,there are a little of people participate in sanitation service.To solve this problem,we learned advanced experience of supervision from other country,and make some recommendations in how to improve supervision of sanitation service in Suzhou.First,to establish and improve the legislation system of supervision of sanitation service.Second,to establish and improve the audit of bidding system in sanitation service.Third,to separate the government functions,clear and strengthen the government ability of supervision of sanitation service.Fourth,to innovate supervision of sanitation service methods,establish responsibility system and the parameter system to strengthen the regulation of contracting enterprises,establish the faith system to strengthen the regulation of public.Fifth,to strengthen the government staff's personnel professional knowledge and professional ethics,improve the ability of regulators.Sixth,to establish third party certification body,strengthen supervision in government.Seventh,to increase the channels for public participation in environmental sanitation work,improve the enthusiasm of the public.
