Research On Comprehensive Risk Management Of PPP Project Of Urban And Rural Environmental Sanitation Integration

In the practice of urban and rural integration,sanitation,as a work in the process of urban and rural construction,plays a very important role in the process of construction and development of both cities and villages.For a long time,the public infrastructure in rural areas of China has been weak,resulting in a dirty,chaotic and poor rural environment.On the basis of integrated urban and rural development,the introduction of PPP financing mode in the process of urban and rural sanitation construction can,on the one hand,alleviate the pressure of lack of government funds,and on the other hand,bring advanced technology and management experience.However,PPP projects cover many links from project initiation to operation to handover,with many participants,large investment scale,low yield and long recovery cycle,which will encounter various risks during project implementation and require comprehensive risk management during the entire project cycle.This paper firstly introduces the background and significance of this paper as well as the current state of research at home and abroad and the innovations of this paper,on the basis of which the research content,methods and ideas of this paper are determined.Secondly,the theoretical basis of this paper is defined at three levels: urban and rural sanitation integration,PPP model and comprehensive risk management.On the basis of the theory of comprehensive risk management and through theoretical and practical research,the list of risk factors that have an important impact on the smooth operation of the PPP project is identified using appropriate risk factor identification methods.Based on a combination of qualitative and quantitative analysis,evaluate the risks of PPP projects based on the fuzzy comprehensive evaluation method,establish a comprehensive evaluation model of PPP project risks,and provide reference for risk sharing and risk management and control in the comprehensive risk management process of PPP projects.Then this paper classifies the risks in the whole life cycle of urban and rural sanitation PPP projects,plans preventive methods and countermeasures for the risks faced by the projects at different stages,and provides guarantees for the smooth development of urban and rural sanitation PPP projects;Finally,this paper conducts an empirical analysis of the comprehensive risk management of Huangshan city urban-rural sanitation PPP project through an empirical case study,identifies the risks of the project on the basis of the risk list,obtains the risk factors of the project,evaluates the risks of the project based on the PPP project risk comprehensive evaluation model,so as to provide a reference for the decision-making and risk management planning of Huangshan urban-rural sanitation PPP project,and finally lists the comprehensive risk management and control measures of the project.The study of comprehensive risk management in urban and rural sanitation projects based on the PPP model is of great significance,which not only provides a scientific basis for risk management of project participants,but also provides ideas for the implementation of PPP projects in urban and rural sanitation integration.
