| In current years,many non-coal enterprises,including the power enterprises,chemical engineering enterprises,and steel enterprises,start to intervene in the coal industry,and invest&build the coal production base in order to achieve the vertical integration strategy.Due to the lack of the professional technicians as well as the management experience of the coal mine,these non-coal enterprises usually adopt the trusteeship mode to make the professional mining companies run the coal mines on behalf of them.The key of this kind of the trusteeship mode in coal enterprises is that there should be a set of scientific incentive mechanism of performance appraisal.Hence,it is necessary for the entrusting party to conduct the performance appraisal on the trustee to ensure the normal operation mechanism of this kind of trusteeship mode.Currently,there are many researches on the performance appraisal of the self-owned coal mine.However,there are rare researches on the performance appraisal of the coal mining enterprises under the trusteeship mode.Therefore,it is very important to research the performance appraisal system of the coal mine enterprises under the trusteeship mode.On the basis of the overview of the relevant literatures at home and abroad as well as the analysis on the performance appraisal of the self-owned coal mines,this thesis conducts a field research on the production and operation situation of the two entrusted coal mines---XC and HCG,and applies the methods of literature research,the questionnaire investigation method,and the expert opinion method synthetically to conduct the research on the coal mining enterprises under the trusteeship mode.The main findings are as follows:(1)This thesis establishes a set of index system of the performance appraisal in coal mine enterprises under the trusteeship mode from seven aspects,including the safety,quality,output,technological innovation,resource utilization,environment,and cost.In addition,it applies the methods of the reliability and validity test,the correlation analysis,and the multiple regression analysis to verify the feasibility of the appraisal index.Seven first-grade indexes and 17 second-class indexes are extracted to conduct the performance appraisal on the entrusted coal mine,which provides a theoretical basis for conducting performance appraisal on the entrusted coal mines.(2)The Analytic Hierarchy Process(AHP)is applied to determine the index weights of the performance appraisal of the coal mines under the trusteeship mode.From the weights of the performance appraisal index of the coal mine enterprises,among all the first-grade weights,the weight of the yield is the largest and the weight of the technical innovation is the smallest;in the second-grade weights,the top five indexes are the death rate per million tons,annual output of raw coal,the qualification rate of the coal quality,the direct production cost of raw coals,and the scientific&technical innovation promotion.On the whole,in the index system of the performance appraisal of the entrusted coal mines,the ranking top five weights are in turns as follows:the annual output of raw coal,the death rate per million tons,the full-year excavating footage,the resources recovery rate,and the qualification rate;the last three weights in turn are as follows:the wastewater treatment rate,the scientific and technical personnel ratio,and the reclamation rate of the collapsing mining area.(3)From the comprehensive appraisal results,the overall performance appraisal result of the HCG---the coal mine trustee is 105.61,indicating that the trustee’s performance in 2016 has met the target requirements and exceeded the expected target value with good performance.However,the trustee failed to meet the targets in the production cost of the raw coal,the reclamation rate of the collapsing mine lands,and the comprehensive energy consumption of ten thousand tons of coal production.Therefore,in the next year’s work plan,the trustee can work hard on the cost,land reclamation rate,and comprehensive energy consumption to further improve performance on the basis of ensuring that other targets for 2016 reach to the planned targets.This thesis explores the performance appraisal system of coal mines under the trusteeship mode,complements the relevant theoretical research,and provides reference for the entrusting party to conduct the performance appraisal on the trustee.Meanwhile,from the perspective of the industry supervision,it also provides the basis for examining and weighing the performance level of the coal mine trusteeship enterprises. |
