Study On Evaluation Of Safety Management Level Of Integrated Trusteeship Coal Mine

Since the 18 th CPC National Congress,under the correct leadership of the CPC Central Committee and The State Council,the overall situation of coal mine safety in China has been stable,and the level of coal mine production management has continued to improve.In spite of this,coal mine safety accidents still happen from time to time,and the situation of production safety is still grim.On December 6,2019,the state administration of coal mine safety(December10,2020 restructuring of state administration of safety in mines)《issued on the printed < coal mine whole managed security management approach(trial)> notice》,request on April 1,2020 nationwide implementation of the coal mine all hosting solution,hosted by whole change management chaos of coal mine.After the overall trusteeship of coal mine,how to realize safety management is the most important thing to be solved by the trusteeship.Based on the analysis of relevant laws and regulations,trusteeship policies and the status quo and existing problems of coal mine internal safety management,this thesis builds an overall trusteeship coal mine safety management level evaluation system and puts forward relevant improvement countermeasures.This thesis systematically combs the research results of coal mine trusteeship,safety management level evaluation and safety risk evaluation at home and abroad,analyzes the correlation between relevant research and overall trusteeship coal mine safety management level evaluation,as well as the references and deficiencies in control indicators,content,methods and paths.Comprehensive reference to the above research results and research methods,the use of project management,technical and economic knowledge and theory,system science and other disciplines,using questionnaire survey method,entropy value method to determine the content and weights are primary,secondary,manage validation,analytical hierarchy process(ahp)to build complete the custody of coal mine safety management evaluation system.The case study of YT Group’s 7 overall managed coal mines is conducted to establish a safety management level evaluation system for them,and the implementation effect of the safety management level evaluation system is verified by comparing accident occurrence and safety management inspection results.Based on the implementation,this thesis puts forward the countermeasures to realize the effective management of entrusted coal mines by the entrusting party,so as to achieve the maximum performance of production safety and profit.The findings: The whole coal mine management is still in its primary custody groping stage,there is the trustee and the retainer side management boundaries are not clear,responsibility implementation does not reach the designated position,the lack of a clear and reasonable evaluation management mechanism and so on,to improve the status quo,YT group should be safety indicators,laws and regulations execution,double prevention mechanism,technology,management three aspects,such as building security management level evaluation system,This system can promote the improvement of safety management level in two aspects of preventing accidents and directly promoting the improvement of safety management inspection results.In the future,it can improve its use efficiency from clarifying management content and improving the application of evaluation results.
