supply side reform,which is the objective guarantee to limit and measure the pollution of each enterprise.The establishment of a"one certificate"emission licensing system covering all the fixed pollution sources to realize the whole process management in different stages of the whole life cycle from design,construction,production to closure,is a key link to continuously promote environmental participation and coordinate with the supply side reform,and it has the sustainable development of China's economy.A profound and far-reaching impact.This paper,based on the concept of the legal system of pollutant discharge license and the concept of supply side reform,makes an in-depth analysis of the existing legal system of pollutant discharge permit in China,points out its current situation and problems,and puts forward the advantages and disadvantages of the legal system of the excellent emission permits abroad.The discharge permit mechanism of supply side reform in China is is the supply side reforms,the development process of the supply side reform,and points out the necessity to improve the environmental quality of the supply side reform;secondly,elaborated the definition,nature and extension of emission permit system,reveals the importance of emission permit system for the sustainable development of China's economy finally,the system of pollution permits;policy means to accelerate the reform of the economic structure of the industry,but also conducive to further promote the implementation of the reform of the supply side,between the two is the subtle relationship of mutual promotion.The second part is the current situation and existing problems of the emission permit system in China.This part from China's emission permit system legislative situation,operation situation and existing problems of the three aspects,pointed out that although China permits the legal system after a long process of development,at the legislative level has made great progress,but from the current situation,enterprises undocumented sewage,sewage,exceed the standard government regulation is not strict,lax regulation of the phenomenon will occur,there are four second part.Combined with the new ideas of supply side reform,we first put forward the formulation of the special legislation of emission permit law in China,and strictly regulate the responsibility and punishment of government agencies,enterprises and institutions.Secondly,we should improve the guarantee system of pollutant discharge license procedures,and urge enterprises to constantly optimize their own industrial structure through information disclosure and public supervision mechanism,and integrate environmental protection concept into production.Again,we should establish and perfect the"one card"sewage permit supervision system,must straighten out the management system of pollution permits the mode of operation,the formation of long-term testing verification mechanism for the sewage enterprises,the full realization of"efficient operation mode of a card style by using the statistic and management technology system and training management system.At the same time,we should fully implement the responsibility of the enterprise.Based on the evaluation criteria and the margin system of corporate environmental responsibility,we take the way of"self commitment+severe punishment and heavy punishment"to release the illegal liability of pollutant discharge enterprises.Finally,the core status of sewage permit system in the clear"one card"at the same time,emphasized
