Study On Emissions Trading System And Preliminary Design Of Computer Management System

This paper is mainly to solve the problem of the management system of emissions trading and the feasibility analysis. The analysis of emissions right system is the theoretical basis, the analysis of total amount control shows the practical significance, the analysis of the emission right pricing provides the basis for cost control, and on-line monitoring provides technical support for its achieving. At the same time, did a further research on that, the trading model, the initial allocation of emissions right, the emission allowances, monitoring project, emission data authentication and standardized system on the impact of the achieving of the emission trading system.Property rights economics and environmental economics provide a theoretical basis for the establishment of emissions trading. The describing of emissions trading property, function, purpose and significance, and the studies of transactions legislation, procedures and norms, show that emissions trading provides a solution to the current environment problems with greater flexibility and cost-effectiveness.Based on the analysis of emissions trading and pricing model, it showed that the transaction price and volume are directly related to the two regions' pollutant emission quantity, pollution treatment cost, and benefits of pollution control. If two regions' effectiveness is more different, the possibility of transaction will be larger, meanwhile the transaction volume will be a larger proportion in local emissions quantity. When the pollution treatment cost and average profit is stable, if the pollutant emission quantity in purchasing area is larger, the trading requirement will be stronger and the transaction volume will be larger.On-line monitoring technology development and the establishment of this system provide impartial data and guarantees system for emissions trading, and for the long-term implementation of emissions trading provide strong support. At the same time the implementation of on-line monitoring of pollutants is affected by the pollutants investigation, monitoring items, analysis method and monitoring sites, etc.Emissions trading have significant environmental, economic and social benefits. And China already has the basis for its implementation which is not only necessary but also feasible. Emissions trading management system which is applied for the promotion of emissions trading has broad prospect. This system was designed primarily from the analysis of systematic platform, and selected a rational, effective and advanced technology programs (.Net + Mysql + GPRS).The data flow and transaction scheme of emissions trading program have been designed in detail. This system is divided into many subsystems, including total pollutants control subsystem, the subsystem of initial allocation of emission rights, emissions trading subsystem, on-line monitoring and management subsystem, the basic information management subsystem, and system maintenance and management subsystem. It can provide a systematic support platform and effective implementation protection for the realization of emissions trading.
