Research On China’s Green Development And Local Government Policy Innovation In The New Era

Since the reform and opening up,China’s development has made remarkable achievements in 40 years,which have attracted worldwide attention,and national status has changed a lot.However,China’s 40-year development is mainly based on the extensive traditional development model,which has paid a big price for resources and environment.Facing the serious situation of natural resource lackage,ecosystem deterioration,environmental destruction,by deeply analyzing the basic characteristics of our country’s developing environment in the 13 th five-year period,the Fifth Plenary Session of the 18 th CPC Central Committee takes “green development” as the important part of five major development concepts,and “beautiful Chinese construction” is written into the five-year plan for the first time.General Secretary Xi Jinping pointed out in the report of the party’s19th National Congress: "We must speed up the reform of the ecological civilization system,build a beautiful China,promote green development,focus on resolving outstanding environmental problems,step up efforts to protect the ecosystem,and promote the formation of the harmonious development of man and nature for the new pattern of modernization.” This is a new concept and new requirement that is based on the reality that the socialism with Chinese characteristics has entered a new era and the major social contradictions in our country have changed.Under the new time background,China’s green development will face some new problems,which needs to use new idea and new conduct to solve the problem.Based on the relevant research findings at home and abroad,this thesis uses literature research,inductive deduction,and theory-linked practice to explore and study the related issues of China’s green development.This article elaborates on the related concepts of green development and government administration and the relationship between the two,sorts out the successive central leadership collective’s exploration of the green development by reviewing the history of China’s implementation of green development since the reformand opening up,and summarizes the achievements that China has made when promoting green development.Although China’s green development has made some delightful achievements,there are still some urgent issues,such as unclear understanding and backwardness of concepts,lagging behind in the transformation of traditional economic growth methods,and relatively backward domestic science and technology level.This article summarizes Zhanjiang city’s basic situation,and deeply summarizes Zhanjiang city government’s innovative method and valuable experience in practicing green development concept,focuses on Zhanjiang city’s green industrialization practice and green urbanization practice,explore a basic mode and influence of leading local green development by Zhanjiang city government’s governance,for other areas especially medium towns or economic less-developed areas to refer to.By analyzing the “Zhanjiang mode” that the government’s governance takes a lead in green development,and based on the severe challenges that China’s green development is faced with,this article proposes that local government should take a lead in green development,strengthen the construction of talent,perfect the linkage mechanism among various departments;strictly control market access in order to ensure the industrial ecologicalization;increase fiscal expenditures to support environment protection,and advocate public participation in development of green economy;persist in the overall planning of urban and rural areas and promote the integration of urban and rural green development;eventually develop a new approach to green development that is government-lead and has local characteristics that not only achieves economic development but also protects the ecological environment,and live up to utilize local ecological advantage to develop a way that has local characteristics.Promoting local government innovation in green development in the new era not only helps to alleviate the serious ecological crisis in China,but also helps to build a beautiful China and realize the modernization of the harmonious coexistence between human and nature.
