Political performance evaluation,as an important tool for advancing the modernization of the country's governance system and capacity for governance,assesses the capacity for governance,the administrative efficiency and the effectiveness of implemented policies of the local government and its officials.This kind of evaluation in our country also demonstrates new changes in the process of continuous localization.With people's cognitive ability of nature and understanding ability of the law of nature,the ecological environment protection and addressing are gradually adopted as a strategy to guarantee the sustainable development of mankind.The Eighteenth National Congress of the Communist Party put forward:"Resource consumption,environmental damage and ecological benefits should be covered by the system of standards for evaluating economic and social development,and related goals,evaluation methods and reward and punishment mechanisms should be adopted in keeping with the need of promoting ecological progress." the Target evaluation method of ecological civilization construction,the green development index system and evaluation target system of the ecological civilization construction have been enacted one after another,they provide the theoretical basis and reference for the system of standards for evaluating the local government's ecological governance performance.Provincial government performance evaluation is switching from."GDP oriented" to "ecological orientation" and from economic rationality to ecological rationality,which also requires the local government officials to change from a economically rational economic man to a ecological rational ecological one.As an appraisal of local government in the implementation of strategy of ecological civilization and the ecological environment protection and addressing effectiveness while pursuing green development,the ecological governance performance evaluation of local government will definitely become an important guide and institutional constraints to promote the ecological civilization construction.The appraisal of the government's performance is to evaluate and judge the actual implementations and the effectiveness of the government's work.Under the influence of the concept of economic priority,the mode of the appraisal of the government's performance based on economic performance has been formed.Such appraisal mode leads to the local government and its officials' pursuing the economic growth partially even at the expense of ecological environment.This pattern of economic development accompanying high pollution and high energy consumption does huge damage to the ecological environment.As a consequence,air pollution,water pollution,soil pollution and other pollution are posing a serious threat to the environment people living on.In order to effect a radical cure for ecological pollution,such provinces as Hainan,Guandong,Qinghai,and Zhejiang tried to promote the transformation of the vision and mode of development in the local government through the evaluation of ecological governance performance.However,in the process of evaluation,such problems as distorted evaluation results,failure of evaluation incentives,and loss of control over evaluation constraints have emerged due to asymmetric information.This article will include the principal-agent theory into the ecological governance performance evaluation of local government,because the relationship between the higher and lower governments is in fact a principal and an agent.Such features as incomplete contracts,asymmetric information and games between main bodies in the principal-agent theory show highly theoretical relevance with the ecological governance performance evaluation of local government.At the same time,economic characteristics and limited rationality of the local government and information asymmetry in the evaluation system contribute to the problem of moral hazard and adverse selection.In this principal-agent structure,governments at a lower level as the agent strategically address the evaluation of their superiors and other bodies making use of the incomplete evaluation index,asymmetric evaluation information and imperfect supervision.The game between the appraisal body and the object's false information and its target;the game between stakeholders and assessment rules for examination and assessment;the conflict between superior departments' regulation and the government at the corresponding level;the game between individual rationality and collective rationality are local government's major forms of strategic response to the appraisal.They make the appraisal result distorted,appraisal incentive ineffective,the appraisal constraints out of control and make the ecological governance performance evaluation of local government an appraisal game of "indicator-evident data",thus losing its original function of promoting the construction of ecological civilization.The root of this problem lies in the imbalance and dissimilation of the principal-agency structure:First,the evaluation information for local government's ecological governance performance is asymmetry.The lack,distortion and monopoly of the evaluation information for local government's ecological governance performance make it possible for the local government to falsify the data,hide or overstate the truth in making reports,taking the advantage of controlling the information by itself.Second,ecological governance performance appraisal of the local government is faced with the principal-agency dilemma.The right is ritualized,the responsibility is abandoned and the agent market is imperfect in the ecological governance performance appraisal of the local government.All these are easily to result in the replacement of the target in the appraisal.Third,there are problems about incentives and restraints in the evaluation of local government's ecological governance performance.The deficient positive incentives,the weak negative punishments and the normalized vacant supervision in the appraisal lead to the speculation of the local govermment.Fourth,the traditional performance appraisal culture and the impulse for political performance have an effect on the local government.Traditional mode of thinking and habits,irrational value of political performance,lack of rationality about ecological governance performance appraisal and the pursuit of dominant achievements under the pressure of competition make the local government and its officials still sticks to the traditional mode of performance appraisal,yet fail to switch from an "economically rational man" to an ecologically"rational man".The change of the system for the appraisal of local government's ecological governance performance exerts an adverse effect.The lack of the rule of law for the local government to explore its ecological governance performance evaluation in a spontaneous way,the actual provision deviation between the national and the local level,the obstruction to form a relevant and cohesive system during its moderate changes.contribute to the failure in the appraisal of local government's ecological governance performance.The appraisal of local government's ecological governance performance should certainly include the assessment of the ecological environmental protection and addressing effectiveness.But because of the reasons mentioned above,there is no impetus for the government to practice the appraisal and make it ritualized.As a consequence,such problems as "water affusion achievements" "bubble achievements" "virtual achievements""boast achievements" and "data achievements" emerge.Therefore,it is urgent to innovate the evaluation mechanism of the local government's ecological governance performance,so as to promote the actual return of the essential and reasonable requirements of the local government's ecological governance performance evaluation,which shows both the need in theory and in practice.The top-level design should be conducted by establishing the value orientation of the local government's ecological governance performance evaluation,reconstructing the local government's ecological governance performance appraisal culture,and perfecting the appraisal system of the local government's ecological governance performance.From the specific mechanism innovation,the first is to improve the information management mechanism of the evaluation of the local government's ecological governance performance,by improving the information fidelity mechanism,the information disclosure mechanism and the information sharing mechanism of the evaluation of local government's ecological governance performance to eliminate the bad effect caused by asymmetric information;The second is to improve the adjustment mechanism of the local government's ecological governance performance evaluation index.The dynamic adjustment of the evaluation index system makes this system more complete and scientific.The third is to innovate the incentive and restraint mechanism of local government's ecological governance performance evaluation.By improving the incentive compatibility mechanism,professional supervision mechanism and accountability mechanism to standardize and guide the local government's ecological governance performance evaluation along the preset path;The fourth is to optimize the utilization of the local government's ecological governance performance appraisal results,implement and supervise its actual effectiveness through the judging mechanism,practice mechanism and feedback mechanism of the appraisal results.Such mechanism innovations ensure the ecological appraisal to really be a powerful tool for guiding the local government and its officials to establish right value of political performance and sustainable development,from being "economically rational" to "ecologically rational".Then the organic unity of instrumental rationality and value rationality can be realized and the construction of ecological civilization be promoted and implemented.
