Study On Regulation Problem Of Nan'an Scaled Livestock And Poultry Environmental Pollution

As the main part of the livestock,the rapid development of the scale farming industry has brought serious pollution.Environment problem pushing the government to take measures to alleviate environmental problems brought by the scale of production development.But the government in pollution control and governance policy lagging behind in the speed of industrial development.The analysis on the government's policy to industrial structure adjustment and scale aquaculture pollution prevention is meaningful to perfect the policy-making.In this paper,on the basis of government regulation and policy implementation theory,selection of Nan'an as a study area,The article first describes Nan'an scaled livestock and poultry production and pollution,development trend and the governance policy.And then I select the typical case for analyzing the government regulation model.Founding that the policy enforcement is stressful,the guide of management does not reach the designated position,environmental policy enforcement,and public participation in environmental policy is lower.After analyzing the reasons of problems,thus put forward Suggestions which are suitable for environmental pollution control of nan'an : one is the shift from control to the management mode of governance,the second is optimize the layout of livestock breeding space,the third is making management plan as a whole,four is to improve environmental monitoring capacity building,five is to strengthen the inspection supervision and safeguard measures,six is set up the mechanism of work together,to improve public participation.
