Many research results show that the scientific rationalization of human resources planning can improve enterprise competitive advantage in the organization,this paper aimed to study CS mining company’s human resources planning,CS company,the current level of human resources is still in its infancy,the planning of human resources is still is in start level,the overall level is low,the personnel structure of the mine chaos is not reasonable,and invalid number of human resources,personnel quality and ability the good and bad are intermingled.The structure of the company’s existing core technical personnel,management,professional skill talented person’s quality is low,have been unable to adapt to the development of the company in order to make the enterprise can adapt to environmental changes in the future market development and improve their own development scale,achieve its own business strategy,to form a human resources management system for mine development needs,then to carry out the scientific rationalization of human resources planning in the development of mines is imperative,in order to enhance competitiveness in the development of company in the future.This article embarks from the CS mining company,the present situation of human resources,on the theory of human resource planning,using questionnaire survey,the high-level interviews,research methods such as carding enterprise human resource base material and inventory analysis,human resource management present situation and problems of CS company carries on the analysis summary.Using qualitative and quantitative analysis method for analysis of CS company manpower needs,at the same time,according to the actual number of labor in mines,using dynamic prediction and demand forecasting mechanism,and using the method of capacity of mine in the future five years the number of key positions and personnel and corresponding prediction,the number of total labor personnel in alternative model of CS company’s key department of human resources supply accordingly predicted that the last of the human resource planning system of CS company building and formulate corresponding guarantee measures.
