Research On Public Participation Problem In Environmental Governance

The development of environmental undertakings has gradually become an important standard for many countries to evaluate the level of social development and the degree of national civilization.Public participation in environmental governance is an important symbol of the development of national civilization.With the improvement of China’s social and economic development,the main social contradictions in China have been transformed into the people’s growing need for a better life,which puts forward higher requirements for environmental quality.Our country pursues economic growth for a long time,it makes environment suffer great pollution,the voice of environmental management becomes higher and higher.However,as China’s society has been dominated by the government for a long time,the process of public participation in social public affairs is slow and inefficient.The main reasons are that the public participation system in environmental governance is not perfect,the awareness and ability of public participation need to be improved,the attitude and idea of the government towards public participation need to be changed.The report of the 19 th national congress of the communist party of China(CPC)clearly put forward that the government should take the lead,enterprises should be the main body,and social organizations and the public should participate in environmental governance,further clarifying the importance of public participation in environmental governance.Public participation in environmental governance is not an overnight result,but a gradual process and a comprehensive result of social system,environment,public awareness and capacity.This paper attempts to further explore the issue of public participation in environmental governance on the basis of the original research.This paper will be divided into four parts,the background of environmental governance and general public participation in environmental governance,and the research status of public participation in environmental governance and carding process,analysis of public participation in environmental governance problems and reasons,and to find out the countermeasures to solve the problem,for environmental governance and public participation in theory and practice reference for the research and practice.The first part starts with the situation of environmental governance and public participation at home and abroad,and elaborates the research background of this paper from both domestic and foreign perspectives,especially the social progress and the development of the Internet,the rise of civil organizations and the awakening of civic consciousness,which are the social background for this research to be in-depth.The research significance of this paper is discussed from both theoretical and practical aspects.The research status at home and abroad is analyzed.This paper focuses on the problems and solutions of public participation in environmental governance,and the difficulty lies in the establishment of public participation mechanism in environmental governance.This paper will adopt literature analysis,comparative analysis,case analysis and other research methods.The second part analyzes China’s environmental governance process and divides it into three stages,including the initial stage,the development stage and the new course of environmental governance.The connotation of public participation in environmental governance in China,the development process and environmental governance and public participation,analyzed the relationship between,and further development of public participation in environmental governance from promoting democratization process,increase the efficiency of the environmental governance,and to meet people’s increasing need for a better life analysis of the meaning of public participation in environmental governance.The third part based on the regional public participation in environmental governance in recent years,especially in Zhejiang province related cases,from the system and mechanism of public participation in environmental governance,governance efficiency and governance concept analysis of public participation of environmental governance in our country the problems and deficiencies,and these problems and deficiencies in the concrete embodiment in the process of public participation in environmental governance.The fourth part,according to the third part points out the problems existing in the public participation in environmental governance and shortage,from system design including information disclosure system,the rights and interests expression system and litigation system,the main body of public participation in terms of level of consciousness and organization,and the transformation of the concept of governance,governance model innovation Angle,puts forward the thinking and countermeasures of solving,in order to further improve the level of public participation in environmental governance,governance pattern to realize the co-construction and sharing of the rule,meet the needs of the people’s increasing in our country better.
