| In recent years,our society has witnessed a tremendous boom in economy.With the demand for chemical products increasing dramatically,railway system has become the most optimal choice for transporting dangerous cargo from diverse kinds of industries,as railway transportation is highly economical.Nonetheless,due to the complicated and unpredictable chemical property of those cargoes,accidents that might be caused by carelessness during railway transporting could bring extremely serious outcomes.Therefore,not only is risk identification as well as research for precautions in railway transportation indispensable for enhancing the safety performance of transporting dangerous chemical cargo and reducing the possibility of accidents,but also they are,as highly-valued compositions of security assurance system.Supported by the "Fundamental technology researches for precautions in transportation of dangerous chemical cargo by railway",a key project raised by the Ministry of Railways,this report is mainly discussing and analyzing the example of flammable liquids transportation.After a systematic research focusing on the potential safety risks encompassed within the dangerous cargo transportation,we have constructed a security risk identification model,and applied it to the real-time monitoring and precaution management service platform.In this case,we have been able to illustrate the design scheme and our working process on the real-time monitoring and precaution management service platform,as well as providing references of precautions in the real course of dangerous cargo transportation.Our primary researches include the following four aspects:First and foremost,based on the operation procedure of dangerous cargo transportation,and several field visits to the Taiyuan Railway Administration,we discovered a variety of key steps where potential safety hazards would appear during operations,and we have also developed a security chain for dangerous cargo transportation.Combined together,these efforts pave the way for subsequent researches.Secondly,we have creatively applied the Hazard and Operability Analysis(HAZOP),which has been widely used in the chemical industry in the past,to our researches.Taking flammable liquids as an object,we have found copious of hazardous factors based on the security chain,and built an indicator system for those risks.Moreover,by simplifying our previous theory,extracting the crucial elements as well as getting rid of redundant steps,an indicator system of risk factors was finally developed.Thirdly,according to the Probabilistic Neural Network theory,and with the aid of MATLAB,we have achieved the construction and inspection of the security risks identification model.This is in order to obtain a feasible model that could serve as the stepping stone for the subsequent construction of the precaution management service platform.Meanwhile,after the correlation analysis of child links in the procedure of dangerous cargo transportation,we have successfully enhanced the comprehensiveness of risk identification.Last but not least,we have described the contents and methods of monitoring security risks of dangerous cargo transportation through railway system,and introduced the concept of real-time monitoring and precaution management service platform,as well as its designing principles,demands for functions,designing scheme and the operation procedure.In the end,we provided the construction of real-time monitoring and precaution management service platform with ideas and technical support,which was enabled by displaying our designs on platform interfaces using VB language. |
