The towing transportation of heavy cargo at sea is a high-level operational risk at sea.Due to its large engineering,high cost and serious risk consequences.it has been concerned by the shipping industry.In this context,in order to more effectively evaluate the transportation risks of major cargoes,provide safe guidance to the vessel.In this paper,the S04 anti-collision box cofferdam transportation of Pingtan Strait Gongtie Bridge is taken as an actual case,and the fuzzy comprehensive evaluation(FSA)method is adopted to analyze and evaluate the transportation risk of major parts.Comprehensive consideration of personnel factors.cargo factors,environmental factors and shore-based factors,and the establishment of an evaluation model of 46 evaluation factors,the results show that the transportation risk of this large piece of goods is low.The paper mainly researches on:1.This paper gives some brief overviews,which include the S04 anti-collision box cofferdam on the Pingtan channel railway bridge is transported,and analyzes the natural environment characteristics including meteorology,hydrology,etc.;analyzes the port environment characteristics including waterway,anchorage,etc.;makes statistics of the ship traffic flow and traffic accidents;analyzes the provision of navigation aids and relevant maritime regulatory agencies near the water area.2.This paper analyzes the hidden dangers of the heavy-duty anti-collision box on the Pingtan Strait,and demonstrates that the relevant maritime management agencies provide personnel factors,cargo factors,environmental factors and shore-based factors under the premise of towing scheme.From the perspective of analysis,it expounds the potential risks caused by various factors,and lays a foundation for the subsequent development of risk assessment indicators.3.Established the fuzzy safety comprehensive evaluation model of S04 anti-collision box cofferdam transportation.The model has established the first-level evaluation indicators of personnel factors,cargo factors,environmental factors and shore-based factors,and carried out 2,3 Decomposition of the indicator system,a total of 11 level 2 evaluation indicators and 3l level 3 evaluation indicators were established,including all aspects of people,ship,environment and management.The results show that the comprehensive value of transportation risk is 79.172,which is between 60 and 80 and approaches 80.Therefore,the entire transportation process is at lower risk throughout the transportation process and is close to low risk.The research process of this paper can be used as an example of the risk assessment of major cargo towing transportation.This is of great significance to guide the scientific and standardized safety management of ship towing transportation,guarantee the order of maritime towing transportation,prevent the occurrence of maritime traffic accidents and make ship transportation safer.
