Haze pollution in China is serious,with the annual average concentration value far exceeding the health limit set by the World Health Organization.In order to effectively control haze pollution,in September 2013,the State Council issued the Action Plan for Prevention and Control of Atmospheric Pollution.Afterwards,the focus on haze governance was constantly upgraded.In the 2017 Nineteenth Party Congress report,the strategic deployment of Defending The Battle To Defend the Blue Sky was proposed.In the Government Work Report of 2018,it was clearly stated that we must consolidate the achievements of the Blue Sky Battle.These documents and policies all show China’s determination in the management of haze pollution.However,as the world’s largest energy-consuming country,coupled with the resource endowment of “multi-coal,less oil,and less gas”,the energy consumption structure of China still has to be dominated by coal for a long period of time,by which main pollutants produced are the main reasons for haze pollution.The haze pollution prevention and control situation in China is still severe,and seasonal haze pollution is still very prominent.How to manage haze pollution has become one of the focuses of regional economics and space economics.The paper uses a combination of theoretical and empirical research methods,takes energy consumption as the starting point,explores the root causes of haze pollution,and seeks measures to control haze pollution in China.First,this paper is based on concept definition,introduction of externalities and the theoretical basis of the environmental Kuznets curve to explain the mechanism of the impact of energy consumption on haze pollution;Secondly,by using the time variation trends of haze pollution caused by the domestic and foreign data acquired,this paper conducts empirical analysis of spatial correlation;Thirdly,based on the verification theory of a positive correlation between haze pollution and energy consumption density at the provincial level in China,this paper establishes a spatial Doberman model to analyze the impact of energy use efficiency,energy consumption structure,and energy consumption scale on hazepollution,while the impact effect is decomposed into spatial feedback effect and spatial spillover effect.At the same time,empirical tests are carried out on the factors affecting haze pollution based on the Four Major Sectors;Finally,based on theoretical and empirical results,the transition from energy consumption and regional cooperation as two aspects of governance are proposed to deal with haze pollution.The main work,conclusions and innovations of the paper are as follows:(1)Energy consumption includes three aspects:energy use efficiency,energy consumption structure,and energy consumption scale that affect the haze pollution through technical effect,structural effect,and scale effect,respectively.Increased efficiency in the energy use can reduce haze pollution through technical effects,but the rebound of energy caused by technological effect can aggravate haze pollution.The reduction of the use of fossil fuels such as coal can result in the cleanliness of energy consumption structure,then to reduce haze pollution through structural effect.With economic development,the scale of energy consumption expands,haze pollution will generally be exacerbated through scale effect as a whole.The scale of energy consumption is determined by economic growth,industrial structure,population density,and motor vehicles.Economic growth,high proportion of secondary production,increase in population density and increase in motorized vehicles increase energy consumption,and then aggravate haze pollution.Servitization of industrial structure and the agglomeration effect of population density reduces energy consumption and mitigates haze pollution.There are spatial transmission mechanisms of haze pollution,which are embodied in spatial correlation,spatial spillover effects,and spatial feedback effects.(2)The level of haze pollution in China has recently weakened,but it is in a leading position in the world.There is a significant positive spatial correlation of haze pollution,and the high concentration of haze pollution is mainly concentrated in the Beijing-Tianjin-Hebei region,the Yangtze River Delta,and the connection area of two regions.(3)Empirical test results show that the scale of energy consumption is positively related to haze pollution,and the scale of energy consumption is related to economicgrowth,population density,industrial structure,and transportation.Energy use efficiency,energy consumption structure,industrial structure,and transportation have a significant exacerbate effect on haze pollution.While,population density changes inversely to haze pollution,with contrary expectation.Due to the energy rebound effect,the energy use efficiency as a reduction factor has not played a role,and the exacerbate effect has not been reduced.This may be the main reason why haze pollution has not been dispersed.Economic growth and haze pollution show an N-type trend,that is,with the development of economic,the haze pollution show a trend of rising and then falling and then rising again.All the influence factors not only have a direct impact on the local haze pollution,but also affect the local region again among the neighbouring regions through the spatial feedback effect,and also have an impact on the local regions through space spillover effects.There are regional differences in the factors affecting haze pollution among Four Major Sectors,but changes of explanatory variables in neighboring ares affect each region.(4)Based on the positive spatial correlation of haze pollution and the impact of energy consumption on haze pollution,policy recommendations are proposed from two aspects of energy consumption transformation and regional collaborative governance.The transformation of energy consumption focuses on improving the efficiency of energy use,optimizing energy consumption structure and reducing the scale of energy consumption.Regional collaborative governance should focuses on the establishment of an inter-regional ecological compensation mechanism through joint defense and joint control,the joint management of pollution and verifying responsibility of pollution,and measures to be taken in accordance with local conditions.
