Study On The Management Risk Of S Sewage Treatment Factory

With the intensification of the conflict between the supply and demand of domestic water resources,water companies need to have sufficient strength in terms of water resources conservation,sewage treatment measures and funding.With the acceleration of urbanization,the demand for PPP projects for water conservancy affairs has also continued to increase.As a result,the government's funding gap is large.The PPP financing mechanism has been created to ensure that the government will not be unable to complete the construction of large-scale infrastructure projects because of financial problems.However,the use of such mechanisms in water projects that have a greater need for funds can be met.Funding needs increase based on the speed of development.However,the risks involved are very complicated and can not be ignored.Whether state-owned enterprises or private enterprises join PPP projects have certain risks,so they should reasonably implement risk screening and analysis,and sort out the water companies in the PPP mechanism to reasonably avoid and prevent risks.Countermeasures,and then ensure the smooth construction of the project to achieve the preset return standards before investment.Therefore,this paper analyzes the risk prevention and control theory of PPP projects in international and domestic water affairs and their related practical conditions.Under the premise of summarizing relevant information,the S Wastewater Treatment Plant subordinate to China Nuclear Power Group,an environmental protection section of the Nuclear Construction Group,is used as an example.To analyze the overall implementation of the factors that influence the selection of the PPP financing mechanism,the risk in the PPP model of the wastewater treatment enterprise is discriminated.Select the method of level analysis to implement various levels of risk management factors,and establish a hierarchical structure of risk management and control for S wastewater treatment enterprises to choose the PPP mechanism,and form a risk element assessment standard system.Finally,the order of risks was ranked through the influence of risk factors to achieve the goal of risk assessment,and corresponding countermeasures were put forward for the risk management and control of S company and other sewage treatment projects to select PPP mechanism.It was expected that water trade unions could fully reflect the effectiveness of the PPP financing mechanism.Not only can it make up for government funding gaps and improve the effectiveness of management and control,but it can also increase risk management and control.It is reasonable to deal with the advent of risk,complete pre-determined investment targets,and provide more reasonable public services for the people.
