Study On Risk Management Of BOT Project In LA County Sewage Treatment Plant

In the rapid urbanization,urban sewage discharge continues to increase in the background,a large number of sewage treatment plant in order to build BOT model.BOT project involves many participants,the project operation is relatively complex,the project participants are faced with different risks,so,risk management has become the key to the success of the BOT project.At present,there are many researches on the risk of BOT project.And the specific implementation level,different sewage treatment plant BOT project participants are different,project environment and other factors are not the same,so the risk is not the same.In order to solve the practical problems,this paper studies the risk of BOT project in LA county sewage treatment plant.This paper from the perspective of the item company,signed a franchise agreement with the government and the organizer of the time as the research point,the research on the risk faced by the item company after the signing of BOT project in LA county sewage treatment plant in the concession agreement,which makes the research more targeted and practical.On the basis of consulting a lot of documents and policies,this paper analyzes the applicability,advantages and disadvantages,characteristics and operation process of BOT model applied to the project of sewage treatment plant.Using WBS-RBS method combined with literature research method to identify the risk factors list of BOT project in general sewage treatment plant.The formation of the questionnaire based on the general study of risk factors on list,the experts involved in the LA county sewage treatment plant BOT project through two rounds of Delphy Fa to determine the list of risk factors faced by item company LA county sewage treatment plant BOT project.Then,the statistical results of the questionnaire reliability analysis,in order to meet the requirements of the condition,the statistical results of factor analysis,extracted 10 factors 17 key risk factors.Finally,the 17 key risk factors combined with the actual situation of LA county sewage treatment plant BOT project,put forward control measures to provide reference for the smooth implementation of LA county sewage treatment plant project.
