China's environmental pollution has become increasingly severe,and environmental pollution has gradually become a major factor hindering economic development and endangering people's health.If enterprises are to reduce pollution emissions,The government must be involved in the regulation of corporate emissions.Employment is a major issue in the national economy and the people's livelihood.The government needs to consider the impact on employment when formulating environmental regulation policies.In this context,whether we can achieve a win-win result in environmental protection and employment has become a challenge facing our country at this stage.The article aims to analyze the impact of environmental regulation on employment in the industrial sector and is divided into two parts: numerical simulation and empirical analysis.The numerical simulation part establishes a partial equilibrium analysis framework based on the model of Morgenstern(2002)and uses four heavily polluting industries: paper and paper industry,plastic products industry,oil refining industry,and steel industry data to simulate,the conclusion is: Environmental regulation can promote employment,but the promotion effect is very small.The empirical analysis is divided into two parts.The first part uses the panel data of 39 industrial sectors in China from 2003 to 2012 as a sample to analyze the impact of environmental regulation on employment in China's industrial sector.The second part compares and analyzes horizontally the impacts of environmental regulation in relatively industrialized countries and relatively underdeveloped countries in OECD countries on their employment in the industrial sector.A total of 24 panel data from the industrial sectors of OECD countries from 2003 to 2012 were used as empirical tests.The results show that:(1)For 39 industrial sectors in China,improving the intensity of environmental regulation has a positive effect on employment in the industrial sector.When the intensity of environmental regulation is approximately doubled,it will have a negative impact on employment in the industry.(2)Comparing the empirical results in China and OECD countries,the higher the degree of economic development,the more restrained the employment of environmental regulation in the industrial sector;(3)For all the countries studied in this paper,after the intensity of environmental regulation increases,the technical progress will improve employment.The influence has weakened.In general,environmental regulation has promoted employment in the industrial sector in our country,but has inhibited employment in the industrial sector in developed countries.Based on the above analysis and the empirical results of China and OECD countries,we proposed reference to China's environmental regulation and policy recommendations.
