| Under the trend of the globalization,China has been growing quickly in economy and people’s life well improved,meanwhile,brought serious environmental pollution problems to our country.The exist of resource and development problems is due to the imbalance use of resource in human development,and not only restricted socioeconomic development but also affect the survival of human beings.In recent years,the obvious problem is the appearance of serious smog all over the country,this is the outcome of the worsening environment pollution.Facing the increasingly severe pollution,it’s very necessary and important to explore how to ensure the high economic growth and the quality of living standard,realize environment protection and building a socioeconomic development road.Employment as a foundation of people’s livelihood for social sustainable development,the shortage of employment will affect the unity and stability of society,furthermore,hinder the development of economy.In such circumstances,how to balancing the goal of friendly growth of economy and employment and achieve the sustainable development of environment and economy is really essential.The present researches of environmental regulation on employment do not draw a consistent conclusion.Industrial sector is regarded as the source of pollution,this paper uses industry panel data from 2000 to 2014 to describe the status of industrial environment pollution and governance.The paper adopts the nonlinear parameter estimation approach and conduct regression analysis to examines the impact of environmental regulation on employment across difference provinces at both the national and regional level.First,the results show that there exists a firstly decreased and then increased effect of environmental regulation on employment from the national level.The environmental regulation of national and regional level is at the different stage,the mid and eastern areas are at the employment increased stage,but the western and national areas are at the employment decreased stage.Second,the effect of environmental regulation on employment showed significant differences at the regional level.In the east and mid China,the effect of environmental regulation on employment is consistent with the national levels,but the western China’s effect is contrary to the national trend and presents a firstly increased and then decreased effect.Based on these empirical conclusions,the paper shows that China should continue to strengthen environmental regulations and make effective environmental governance policies according to the reality of each region to maximizing employment.Furthermore,environmental policymaking should combine the factors affect the employment,such as technical progress,educational progress and industrial structure and so on to promote economic development and maximize the job creation,finally,realize the environmental protection and sustainable economic and social development. |
