Environmental Regulation And Employment:Employment Creation Oremployment Loss?

Under the background of economic globalization,the contradiction between economic development and environmental issues become serious,which causes a certain loss of social benefits.With the idea of green development appears in the new era,China has further strengthened its efforts in environmental governance.As the strategic concept of environmental governance in China,green development is of great significance to the sustainable development of society.In recent years,the work of environmental governance in China has been relatively smooth,but there are still some serious problems,such as eliminating smog and regulating heavy polluted rivers,etc.Therefore,it is necessary to improve the environment quality comprehensively.At the same time,the 18 th national congress of the CPC has held,putting forward higher requirements for the good development of the employment situation.In recent years,although China has made efforts to improve the employment environment,the overall situation is still serious,such as structural unemployment and lack of labor skills.Therefore,under the background of environmental governance,the analysis of environmental regulation on employment creation effect and loss effect is significant,the significance of research will promote the environment quality.Through systematic review of relevant existing literature at home and abroad,this paper first elaborates the employment effect of environmental regulation.Secondly,based on the15 years’ provincial panel data,the empirical analysis model is established to explore the employment creation and loss effect at the national and regional level.Thirdly,the results of empirical analysis are summarized and the environmental regulation policies conducive to promote employment.The innovation of this paper is: firstly,research background innovation,to find the balance of environmental governance and employment in the new era background;secondly,the research perspective innovation,the employment and environmental regulation unified into a framework;thirdly,the research content innovation,putting the technical level index into the production function analysis category.Through systematic study,this paper draws the following conclusions: firstly,the relationship between environmental regulation and employment is "U";secondly,the environmental regulation in different region is different,the environmental regulation measures bringthe employment creation in the east of our country,and the environmental regulation measures bring employment loss in the central and western regions of our country.According to the above conclusions,this paper believes that the government should adjust the intensity of environmental regulation according to the actual situation of different regions and formulate economic policies conducive to employment.
