Research On The Action Strategy Of Environmental NGO In Environmental Conflict Governance

In recent years,environmental problems have become increasingly prominent during the rapid development of China's economy and society,and conflicts caused by environmental problems have become more frequently.Environmental conflict has become an unavoidable social problem.In the context of the development of the market economy and the deepening of social transformation,the limitations of government-led environmental governance are clearly exposed,and environmental conflicts are characterized by suddenness,complexity,and fierceness.It is difficult for the government to achieve good governance results in environmental conflicts.The emergence of environmental NGOs has made up for the limitations of government-led environmental governance,and its professionalism,flexibility and public welfare characteristics can play an irreplaceable role in environmental conflict governance.In order to better solve the problems in the governance of environmental conflicts,it is of great significance to study and analyze the actions of environmental NGOs in environmental conflicts.In the practice of environmental conflict governance,many environmental NGOs represented by " Green Anhui " actively carry out activities to promote social issues in the process of governmental decision-making.For the research of environmental NGOs participating in the governance of environmental conflicts,most scholars are currently from the perspective of public governance,but the governance theory can only explain the specific actions of environmental NGOs,but not the reasons why environmental NGOs take this action.This article attempts to use the advocacy coalition framework,and select a more representative environmental NGOs — " Green Anhui " for case analysis.Based on field investigations,it comprehensively uses research methods such as case studies and interview investigations.The actual social background sorts out the specific practice of the environmental NGOs,explains the applicability of the advocacy coalition framework for analyzing the environmental advocacy NGO's policy advocacy in the process of environmental conflict governance,and suggestions for environmental NGOs to deal with environmental conflicts under the theoretical framework.First of all,this article elaborates the relevant concepts of environmental NGOs and environmental conflict governance,explains the basic concepts and core theories of the advocacy coalition framework,analyzes the local applicability of this framework,and derives the advocacy coalition framework in explaining environmental conflict governance the action strategy has certain applicability.Secondly,based on the The advocacy coalition framework,this paper takes " Green Anhui " as a case and finds that in the process of governance of environmental conflicts,environmental NGOs alliances represented by " Green Anhui" and government-enterprises alliances play games and interact,and the two alliances have differences in belief systems.In order to solve environmental problems and alleviate fierce conflicts,environmental NGOs leading alliances and government-enterprise alliances break through the policy deadlock through policy learning,and ultimately properly resolve the issues.Environmental NGOs successfully carried out policy advocacy.Finally,based on the experience summarized in the NGO's action,combined with the advocacy coalition framework,the types and characteristics of environmental NGOs' action strategies in environmental conflict governance are summarized,and some counter measure suggestions on action strategy selection are put forward.The study found that in the process of environmental governance,environmental NGOs take environmental protection as the starting point to participate in environmental conflicts.As a neutral third party,they promote conflict resolution in a more rational way,include environmental knowledge,take legal action,convene environmental protection forums and so on.Through these ways to stop environmental pollution,promote policy changes,and protect public interests.Of course,it is still necessary to discuss whether the action strategy made by the case of environmental conflict governance with greater influence participated by "Green Anhui" is universal.But on the basis of empirical summary,I hope that more environmental NGOs based on the advocacy coalition framework,it can improve the organization's action strategy in environmental conflict governance and make some improvements to existing problems.
