Based on the uneven distribution of water resources in China and the new situations and requirements facing water resources management,this study conducted research on zonal management and control of water resources development and utilization.Building on previous studies of zonal management of water resources,this paper summarizes the concept and control objectives of zonal development and utilization of water resources,studies the specific technical methods of zoning,and uses Ningxia Hui Autonomous Region as an example to apply zone division through calculation.Finally,this study summarizes the principles and key measures for formulating zonal management and control strategies for water resources development and utilization,and conducts strategic research using the zone division results of Ningxia Hui Autonomous Region as an example.(1)Zonal management of water resources development and utilization is a new approach to spatially transforming water resources management,which serves water resources control.It utilizes the differences in water resource conditions and regional land use planning layouts between river basins and regions to classify river basins according to certain principles into zones for water resources management.The purpose is to promote spatial equity of water resources,strengthen rigid constraints on water resources,and facilitate coordination between economic and social development and water resources development and utilization.(2)The overall technical process of zonal management of water resources development and utilization includes: analysis of regional land use characteristics,clustering analysis of regional water resource conditions,and qualitative and quantitative results spatial overlay.By analyzing the content of regional master planning,regional land use planning,and regional water functional zone planning,the region is qualitatively classified according to differences in national land use development and protection patterns.Cluster analysis is used to analyze differences in regional water resource conditions.By establishing a zoning cluster indicator system,selecting indicators for R-type clustering,Q-type clustering,fuzzy C-means clustering analysis,comparing clustering results,and conducting rationality analysis,the region is quantitatively classified according to differences in water resource conditions.Finally,the qualitative analysis results and quantitative clustering results are spatially overlaid to obtain the final zoning results.(3)The specific application research of zonal management of water resources development and utilization method was carried out in Ningxia Hui Autonomous Region.Taking the 20 counties in Ningxia as the basic unit,according to the technical process of zonal management of water resources development and utilization,a total of five distinctive zones were classified in Ningxia.This can provide a basis for strengthening the rigid constraint of water resources and saving and protecting water resources for Ningxia locals.(4)The formulation of such strategies should be based on water resource characteristics,guided by top-level design and public participation,and oriented towards control objectives.The strategy should prioritize constraint-driven measures,monitoring and early warning,and optimized allocation in areas with high degree of water resources development and utilization pressure.In areas with low carrying capacity pressure,the strategy should focus on rational utilization,ecological protection,and water source conservation.Based on these principles,water resources management and control strategies were formulated for the five distinctive zones in Ningxia. |
