In the report of the Nineteenth National Congress of the Communist Party of China,China raised the requirements for increasing total factor productivity for the first time.Environmental total factor productivity is the total factor productivity considering environmental constraints.It is the total factor productivity reflecting green output and can reflect the healthy and sustainable growth of the economy.Therefore,while considering the cost of resources and energy input for economic growth,improving the quality of economic growth and alleviating the contradiction between economic growth and environmental pollution is a problem that needs to be solved urgently,so the study of environmental total factor productivity is particularly important.In addition,the Eighteenth National Congress of the Communist Party of China clearly stated that technological innovation is the strategic support for improving social productivity and overall national strength.It must be placed at the core of the overall development of the country.In the planning outline,the role of knowledge capital in promoting economic development has become more prominent.From the new economic growth theory,we can see that the source of sustained economic growth comes from technological progress.Knowledge capital as a carrier of technological progress is undoubtedly the decisive factor that promotes the increase of total factor productivity,and environmental total factor productivity as a special consideration of environmental pollution factors The index of total factor productivity can better reflect the healthy and sustainable growth of the economy,so it is of great significance to analyze the change of environmental total factor productivity from the perspective of knowledge capital.Based on the perspective of knowledge capital,this paper divides knowledge capital into technology capital,human capital and R & D capital to study environmental total factor productivity and environmental technology progress index.First,the Luenberger index based on the SBM function is used to measure the total environmental factor productivity,and the environmental total factor productivity is further decomposed into an environmental technology progress index and an environmental technology efficiency index,Among them,environmental technology progress represents the movement of the production frontier,and environmental technology efficiency represents the distance value from the production point to the production frontier: It was found that the total environmental factor productivity in the whole country and the eastern region increased relative to the total factor productivity,while the total environmental factor productivity in the central and western regions decreased relative to the total factorproductivity.Changes in the environmental technology progress index.Then empirical analysis from different dimensions of knowledge capital on the effect of environmental total factor productivity and environmental technology progress index,the empirical results show that:Knowledge capital has a significant promotion effect on the environmental technological progress index and environmental total factor productivity.Different types of knowledge capital input have different effects on the environmental total factor productivity.Different intellectual capital elements have different performance effects in different regions.The eastern region's R &D capital,human capital and technology capital all promote the improvement of environmental total factor productivity,and the role of R & D capital and human capital is greater than technological capital;technological capital and human resources The promotion effect of capital on environmental total factor productivity is greater than that of R & D capital.The western region's R & D capital and environmental total factor productivity show a negative correlation.Based on the above research results,this paper further proposes to promote the growth of environmental total factor productivity from the perspective of knowledge capital,human capital,and technology capital.
