The 19 th National Congress of the Communist Party of China proposed the harmonious coexistence of man and nature,emphasizing that the concept of green mountains and green mountains must be established and practiced.It should not only promote economic and social development,but also protect the environment and provide more high-quality ecological products.To coordinate the contradiction between economic development and the scarcity of land resources,improve the efficiency of land resource utilization,and promote the sustainable development of the ecological environment,it is necessary to carry out research on the optimal allocation of land use structure.In addition,with the acceleration of industrialization and urbanization and global energy reforms,China's resource-based cities all have a series of problems such as accelerated resource depletion,overcapacity,and deterioration of the ecological environment.Transformation is the only way to maintain the sustainable development of China's resource-based cities.At the same time,it still faces the problems of economic development and improvement of national welfare,and cannot simply solve environmental problems.Therefore,the fundamental transformation of resource-based cities is the gradual transformation under the guidance of comprehensive benefits.The optimal standard for sustainable development is to maximize the synergy of environmental,economic and social benefits.Land resources provide space and space for the transformation and development of cities.The transformation and development of resource cities must rely on land resources and cannot be separated from the input of land resources.The transformation of resource-based cities requires the adjustment of the land use structure.Therefore,in the process of resource-based city transformation,it is necessary to fully consider the goal guidance and resource support of sustainable development,and study how to maximize the comprehensive economic,social and ecological benefits of land use in Datong City,which will improve land use efficiency and promote resource-based The sustainable development of urban land resources and social economy is of great significance.This paper builds a resource-based model by integrating relevant literature from domestic and foreign scholars on the transformation of resource-based cities and the optimization of land use structure,based on the theory of industrial structure evolution,industrial structure optimization,human-land coordination theory,sustainable development theory and ecological environment value theory The mechanism of action between urbantransformation,industrial structure optimization and land use structure.Secondly,it introduces the natural and socioeconomic profile of the research object Datong City,and focuses on analyzing the evolution process of the development and transformation of resource-based city Datong City.Furthermore,based on the analysis of the evolutionary characteristics of the industrial structure and land use structure of Datong City from 1987 to2018,the coordination between the industrial structure and the land use structure under the background of transition was determined by constructing a coupled coordination model;finally,Based on the analysis results of Datong ' s transformation goals and the poor coordination level between Datong's industrial structure and land use structure,with 2015 as the base year and 2020 as the planning year,based on the multi-objective planning method,establish land economic,social and ecological The benefit objective function sets constraints from the total population,national macro plan,regional ecological environment and other aspects,and uses the fuzzy set maximum(small)algorithm model and the compromise index algorithm model combined with genetic algorithm to calculate and solve in Matlab software.Four kinds of optimization plans for the land use structure of Datong City in 2020 are proposed,and the optimal plan is obtained by comparing the comprehensive benefits and satisfaction.Finally,based on the optimal plan and the existing problems in the land use process of Datong City,the corresponding policy recommendations are proposed,aiming to realize the urban social economy by fully utilizing the economic,ecological and social benefits of land use in Datong,a resource-based city by adjusting the quantity structure of land use Coordinate sustainable development and provide some reference for the adjustment of land use planning in Datong City.
