Research On The Effective Utilization Of Resources And Environmental Protectionin Hubao’e Region

In the context of economic development entering the "new normal" and advancing the construction of ecological civilization,all regions urgently require the transformation of the economic development model and break through the bottleneck constraints of resource and environment on regional development.The efficiency of resource utilization provides a new research method for solving the contradiction between resource environment and regional development.Due to the consideration of economic development and resource environment,it has become an important method for comprehensively evaluating the impact of regional economic activities and a hot topic in the academic research.This article takes the HuBaoE area as the main body of study,and analyzes the current situation of resource utilization and environmental protection in the HuBaoE area from three aspects of resources,environment and economy,and discusses the problems in the resource utilization and environmental protection in the HuBaoE area.The three-stage DEA model was used to analyze the spatial and temporal evolution characteristics of three cities in HubaoE,and other six prefecture-level cities in the autonomous region were added for comparative analysis,and then the evolution law and the evolution law of resource utilization efficiency in HuBaoE in the decade of 2009-2018 were investigated.Characteristics,and finally combined with circular economy theory,sustainable development theory,and ecological economic theory to provide specific opinions for the resource utilization and environmental protection of HuBaoE area,including ecological development policies,industrial structure transformation and upgrading,regional coordinated development,and increased scientific research Innovation intensity and scientific research level.The research conclusions of this paper are as follows: the difference in resource utilization in nine prefecture-level cities in Inner Mongolia is obvious.The difference in resource efficiency is mainly caused by technical efficiency.The level of difference in scale efficiency does not change much.The level of resource utilization and economic development have High similarity.The first-stage DEA efficiency values of the three cities in HuBaoE in 2018 were 1,0.985 and 1,respectively,and the third-stage efficiency values were 1,0.88 and 1,respectively.The resource utilization efficiency of Hohhot and Ordos was achieved in 2013 and 2011 respectively In view of the technical effectiveness,the pure technical efficiency of Baotou City in the three cities is low and the growth rate is very small in the past ten years.It is believed that the industrial structure,opening to the outside world and technological innovation will have an impact on the efficiency of resource utilization.The appropriate industrial structure transformation and technology Innovation and opening up can improve the efficiency of resource utilization.
