Urbanization is an inevitable stage in a country's modernization.The promotion of urbanization is of great significance to the country's economic and social development.The National "New Urbanization Plan" lists the western region as the main region for the development of new urbanization in the future.Urbanization is in an accelerated phase,and the demand for water resources which as a basic natural resource and economic resource continues to increase.China's total water resources are limited,and available freshwater resources account for only a small portion of all water resources.At the same time,water resources are unevenly distributed in time and space,which is characterized by more water resources in the east and less water resources in the west.The rapid development of the western region and the lack of energy demand constrain the development level of the western region,while the objective reality that limited water resources in the western region cannot be changed in the short term.Therefore,for the western part of the poor waters,it is particularly important to improve the efficiency of water use.In the case of continuous promotion of new urbanization in the western region,studying the impact of urbanization on water use efficiency is the key to achieving harmony between people and water.This paper takes some provincial capital cities in the western region as the research object,and through the examination of domestic and foreign paper,refer to the new urbanization planning content,measuring the development level of new urbanization from the five dimensions of population,society,industry,environment and space,and analyzing the impact of urbanization process on water use efficiency.The first is to calculate the level of new urbanization,This paper replaces the traditional single population index method with the composite index method,and selects 12 representative indicators from the fivedimensions of population,society,industry,environment construction and space to construct a new urbanization index system and calculate the comprehensive level of urbanization in order.Secondly,based on the DEA-Malmquist method to measure the water use efficiency of cities in the western region.Finally,using the extended Stochastic Impacts by Regression on Population,Affluence and Technology Model(STIRPAT),select representative indicators from the five dimensions of new urbanization to quantify the impact of new urbanization on water use efficiency on water use efficiency.The results show that Chongqing's new urbanization has the highest comprehensive level.Followed by Chengdu and Xi'an,Xining has the lowest level of urbanization;the overall utilization efficiency of water resources in the western region is not high,and there is still much room for improvement in water use efficiency;there is no inverted U-shaped relationship between new urbanization and water use efficiency in the western region;there are significant differences in the impacts of population,society,environmental construction and spatial urbanization on water use efficiency,not only in the direction of impact,but also in the degree of impact.The industrial structure is the most prominent factor affecting the efficiency of water resources utilization.The population factor is second,the social and economic factors rank third,and the environmental factors are the fourth.Urban construction is the least influencing factor of water use efficiency.The impact of industrial urbanization on the improvement of water use efficiency is always positive,and the upgrading of industrial structure is particularly important.
