Study On The Factors Affecting The Effectivebess Of The Reform Of “Management And Service” In The Field Of Natural Resources In Guanxi

With the continuous development of social and economic development,people’s demand for government services has also increased,thus promoting the reform of the government administrative system.In May 2015,the State Council put forward the reform of "decentralisation" with the aim of transforming government functions and improving the efficiency and quality of government services.Therefore,it is important to study the effectiveness of the "service delivery" reform and its influencing factors,which can not only help us understand the concrete implementation of the reform,but also provide us with valuable experience and inspiration to promote better measures and effective implementation of future reforms.In this paper,we take the "management and service" reform in the field of natural resources in Guangxi as the main subject of analysis,determine its connotation,combine the characteristics of natural resources management,build a theoretical analysis framework for the effectiveness of the "management and service" reform,and propose an assessment of the "management and service" reform in the field of natural resources in Guangxi."On the basis of the assessment of the effectiveness of the reform,the theoretical analysis framework of the effectiveness of the " decentralization and service " reform was built,taking the EU common assessment framework as the benchmark,and the theoretical analysis of the factors influencing the effectiveness of the " decentralization and service " reform was built." On the basis of the assessment of reform effectiveness,a theoretical analysis framework of the factors influencing the effectiveness of the reform was developed,and the three major factors influencing the effectiveness of the reform were selected: leadership,resource protection and administrative process.A questionnaire on the effectiveness of the reform and the factors influencing the reform was designed accordingly,and a sample test was conducted to ensure the reliability of the questionnaire.The results show that the overall level of the effectiveness of the reform in the field of natural resources in Guangxi in recent years is above 4(with a total score of 5),and the effectiveness of the reform is in the middle to upper level.The empirical analysis of the significant achievements and problems of the reform in the field of natural resources in Guangxi,and the conclusion that the three major influencing factors of administrative process,leadership and resource security all have positive influence on the reform effectiveness,with the degree of influence decreasing in order.Finally,combining the analysis of reform effectiveness and the results of the influencing factors,the following suggestions are put forward: firstly,to improve the administrative process to guarantee the reform system;secondly,to improve the leadership to guarantee the reform direction;and thirdly,to provide resources to ensure the service level.
