From the Industrial Revolution start,the contradiction between economic growth and environmental protection has always run through the development of every industrial country.With the Thoughts on environmental regulation and the Sustainable Development Concept,green growth has gradually become an important standard for measuring the Industrial Development Quality in a country,but the academic Research on Industrial green growth is currently focused on the direct drivers of factors of production.After the reform and opening up,Chinese modern industry experienced extensive growth for a longer period.The environmental problems behind high growth have become the bottleneck restricting the sustainable development of Chinese industry for a time.But since joining the WTO,the Chinese government has attached great importance to the protection of the ecological environment.As an important part of the “visible hand”,government subsidies tend to focus more on the guidance and protection of green industry in the process of supporting industrial development.Putting government subsidies in the research framework of Green Total Factor Productivity,it can be demonstrated that government subsidies indirectly affect industrial growth through the influence of input factors on the one hand,and on the other hand,through support for the R&D of industrial enterprises investment and the environmental protection requirements of shortlisted enterprises,guide industrial enterprises to realize industrial upgrading through technical advancement.Theoretically,the former mainly acts directly on the input of capital,labor and energy factors that is an effective means to promote industrial growth,but it have no obvious effect on green growth;while the latter can act on technical advancement,pure technical efficiency and efficiency of scale.Realize the guidance of industrial green growth indirectly.Using the 2005-2015 provincial panel data to measure and decompose the industrial green growth level of China and region,Chinese industrial Green Total Factor Productivity has Overall realized an annual growth of about 10% during the sample period,but there is significant regional imbalance and downward trend,and the decomposition results show that technical advancement is the main fountain of Chinese industrial green growth.Based on the panel data in different provinces during 2005-2013,structure the empirical model of government subsidies affecting industrial green growth,than test and verify the mechanism of action of government subsidies driving Chinese industrial green growth from the technological innovation and green production efficiency.The results show that:(1)Technological advancement has effectively advanced the improvement of Chinese industrial Green Total Factor Productivity,and showed a downward trend after 2011;(2)Government subsidies in 2005-2008 did not have a significant effect on Chinese industrial green growth.Chinese industrial green growth was significantly promoted in 2009-2013,but the central region still has no obvious effect;(3)The mechanism of government subsidies to advance industrial green growth through technological innovation and upgrading of green production efficiency has been test and verified,and the former had a significant impact on the eastern region,with the latter produced a marked effect in the eastern and central regions.Therefore,in the next stage of industrial development,the Chinese government should attach great importance to the support of technological innovation of industrial enterprises,and guide the optimization of industrial structure and the coordinated development of regional economy and transportation through rational government subsidies and industrial policies.Advance Chinese overall industrial green growth and regional industrial green coordinated development.
