In the 40 years since the reform and opening up,China's economy has taken off rapidly,but behind the high growth is the constant intensification of the contradiction between the ecological environment and economic development caused by extensive development.The traditional TFP measurement system has been unable to accurately judge the development quality of China's economic transition period,and the environmental total factor productivity that incorporates undesired outputs can better reflect the degree of green and healthy development.At present,China is adhering to the road of innovation-driven development,and innovation has become a key engine for improving the quality of economic growth.At the same time,driven by the era of the Internet of Everything and the national information development strategy,ICT technology is penetrating into all aspects of the economy and society,and has become an internal driving factor for development.Under the new era background and development characteristics,This article uses innovation input and ICT capabilities as variables to study its specific impact on environmental total factor productivity,with a view to providing a reasonable path thinking and policy recommendations for improving China's environmental total factor productivity.This paper first reviews the theory and measurement methods of factor productivity,and elaborates the related research results of environmental total factor productivity space spillover and influencing factors.Based on the inter-provincial panel data from 2008 to 2017,the non-radial and non-angled SBM-DDF model based on relaxation variables and the Global Malmquist-Luenberger index were used to measure the environmental total factor productivity of 30 provinces(cities)in China;based on this,this paper used exploratory spatial data analysis methods to study the spatial-temporal heterogeneity pattern of China's total environmental factor productivity,and tests its spatial correlation;furthermore,the influence of innovation investment and ICT capabilities on China's inter-provincial environment is empirically tested by establishing a spatial panel measurement model.The study found: From 2008 to 2017,the annual average value of China's environmental total factor productivity is greater than 1,and the overall trend is rising,and technological progress has become the main impact path;the total factor productivity of China's inter-provincial environment shows a spatial differentiation pattern of "high in the southeast and low in the northwest",with positive spatial dependence;Innovation input mainly promotes environmental total factor productivity through technological progress,while ICT capacity promotes environmental total factor productivity growth through technological efficiency improvement.The level of human capital,the degree of openness to the outside world,and the intensity of environmental regulations all have a negative impact on technological efficiency and environmental total factor production;technology marketization promotes the growth of environmental total factor production through technological progress and efficiency improvements.Based on this,put forward policy recommendations to improve environmental total factor productivity,That is to optimize the structure of innovation investment and build a collaborative innovation system;Promote digital transformation of the industry and build a cloud network ICT pattern;establish a high-level open system and strengthen "self-made hematopoietic";deepen market-oriented reforms and release the vitality of technological innovation;improve environmental regulations to stimulate compensation effects and enhance the overall efficiency of innovation-driven development.
