Research On Synergy Efficiency Of Participating Subjects Of Utility Tunnel Engineering Based On PPP Mode

After years of development,the technical barriers for the construction of utility tunnel project have gradually broken through.From 2015,China's utility tunnel project has been transformed from a past pilot construction to a comprehensive construction.The problem of utility tunnel project construction has also gradually changed from a technical problem to a management problem.Unlike ordinary engineering projects,especially in the PPP mode,there are a series of problems so serious such as waste of resources that it is urgent to improve the speed of utility tunnel project construction by improving the synergy efficiency due to the complex and diverse participants.Based on these,from the perspective of synergy,taking the participants of the utility tunnel project as the research object,the synergy efficiency of the participants in the process of utility tunnel project promotion is studied,and the synergy efficiency evaluation method and promotion strategy are proposed.The main research contents are as follows:The potential influencing factors of the synergy efficiency of the participants in the utility tunnel project are listed.The influencing factors are selected through expert interviews and field research.And a questionnaire of influencing factors of the synergy efficiency of the participants in the utility tunnel project is designed.The factor analysis method is used to process the recovered questionnaire samples,and the influencing factors with contribution value less than 0.5 are excluded.The core influencing factors of the synergy efficiency of the participants in the utility tunnel project are formed,and it serves as the basis for the synergy efficiency evaluation of the participating entities.The coupling coordination degree model is constructed to measure the synergy efficiency of the participants in the utility tunnel project.Taking utility tunnel project in Dengzhou as an example,the synergy efficiency of its participating subjects is evaluatedand analyzed.After calculation,it is found that the coupling degree of the participants of utility tunnel project in Dengzhou is low but the degree of coordination is high,which indicates that the synergy efficiency of the participants in the utility tunnel project in Dengzhou is low,but the factors affecting the synergy efficiency are relatively balanced.Based on the analysis of the results of synergy efficiency evaluation,the principle of synergy efficiency is proposed for the participants with different levels of synergy efficiency,and a targeted synergy efficiency improvement strategy is proposed for different participants.The research results can provide reasonable management strategies for the promotion of synergy efficiency among the participating entities of the utility tunnel project,which is conducive to solving the problem of inefficient cooperation among the participating entities,thus accelerating the speed of the utility tunnel project.
