As an important cross-border River in the Hai River Basin,The Zhang River has a high degree of water resources development.There are many cross-border water conflicts between upstream and downstream,left and right banks.Water disputes have a long history.The change of the Zhang River under the influence of human beings also buries great hidden dangers for the water use problem of the Zhang River.In order to scientifically and reasonably solve the water competition problems of Shanxi,Hebei and Henan provinces in the Zhang River boundary area,the water resources distribution in the Zhang River boundary area should be carried out fairly.This paper takes the HouBi Hydrological Station of the Turbid the Zhang River,below the KuangMenkou Hydrological Station of the QingZhang River and the river area at the junction of the three provinces between the Yuecheng Reservoir of the Zhang River as the research area.With 2015 as the current year,2020 as the short-term planning year and 2030 as the long-term planning year.In order to provide corresponding help for the management of water resources in the Zhang River boundary region,this paper studies three types of water conservancy years,i.e.flat,dry and extra-dry years,from the two parts of water distribution calculation and scheme evaluation.The research contents and conclusions are as follows:(1)The water conflicts in Zhang River boundary area over the years are sorted out,and the characteristics and causes of regional water disputes are analyzed.From the perspective of time,water disputes in Zhang River show three stages of development.According to the characteristics of water affairs,the water affairs of Zhang River have evolved from the struggle on the left and right banks to the disputes on the upper and lower reaches.(2)According to the characteristics of water affairs,the river boundary area of Zhang River is divided into seven zones according to the upper and lower reaches.According to the runoff of the Houbi and the Kuangmen hydrological stations over the years,the monthly inbound runoff of flat,dry and extremely dry years and the incoming water along the river are designed.According to the water use structure of three Riverfront districts and four irrigation districts,the monthly water demand of threeyears under different water conservancy types was predicted,and the ecological water demand of the river was calculated by Tennant method.The main water shortage occurred in March-June and November during the peak of irrigation water use in Zhang River boundary region.(3)In response to the ecological management of the river basin,an optimization model of water allocation in the Zhang River boundary area was established based on four calculation rules of bankruptcy theory(PRO,APRO,CEA,CEL rules),and the water allocation was carried out in three irrigation months of different water conservancy years in the study area.The results of seven partitions allocation calculated by four kinds of allocation rules have the distinct characteristics of equal proportion,lack of equality,and taking level.(4)Social selection theory PV method,average water deficient ratio method,CPBSI stability index,to evaluate the fairness of water distribution.The comprehensive evaluation shows that CEA Rules > PRO Rules > APRO Rules > CEL rules,CEA allocation rules are more fair.The results of water allocation show that Shanxi has the least water allocation and Henan has more water allocation.The average proportion of water distribution in Shanxi,Henan and Hebei provinces is 1.9%:52.3%:45.8%.In 2020,it is 1.6%:50.7%:45.7%.In 2030,it is 1.6%:48.8%:49.6%.
