| Water shortage has become an important factor restricting the social and economic development of our country,and improving water use efficiency is an effective way to solve this problem.Carrying out regional water use efficiency assessment and water resource allocation research is conducive to the economical and intensive use of water resources,and is of great significance to alleviating the contradiction between regional water resources supply and demand and promoting the construction of a water-saving society.The thesis takes the process of regional water resources utilization as a link,links the regional ecological environment system and the regional social economic system,and constructs the regional water resources utilization ecological economic system.By defining the concept of water use efficiency,quantifying the output of water resources utilization with solar energy value,constructing a water use efficiency evaluation model based on emergy theory,and setting goals with water use efficiency,establishing a water resources allocation model based on water use efficiency,Taking Hancheng City as the research object,the water use efficiency assessment and water resources allocation research are carried out in Hancheng City,in order to provide a basis for the water resources management of Hancheng City.The main research contents and results of the paper are as follows:(1)Research on water use efficiency assessment model and water resource allocation model.Taking the process of regional water resources utilization as a link,linking the regional ecological environment system and regional socio-economic system to form a regional water resources utilization ecological economic system,on this basis,analyze the energy of regional agriculture,industry,life and ecological water use departments Transformation and emergy flow path;define water use efficiency as the ratio of output contributed by water resource utilization to water resource utilization,quantify the output contributed by water resource utilization with solar energy value,and construct water use efficiency assessment based on emergy theory model,and establish a water resource allocation model based on water use efficiency,aiming at water use efficiency,economic benefit,social benefit and ecological environment benefit.(2)Comprehensive assessment of water use efficiency in Hancheng.Based on the emergy analysis of the regional water resources utilization ecological economic system,the solar energy value conversion rate and the emergy currency ratio of water resources in Hancheng City from 2015 to 2020 were calculated.Comprehensive assessment of water use efficiency from 2015 to 2020.The results show that the average solar energy value conversion rate of water resources in Hancheng is 2.12×105sej/J,and the average value of emergy to currency ratio is 2.01×1012sej/yuan;the average water efficiency of each department in Hancheng from2015 to 2020 is:agriculture 2.79×1012sej/m3,industry 4.94×1012sej/m3,living 1.24×1012sej/m3,ecology 1.41×1012sej/m3,the average water use efficiency of each department is ranked from high to low:industry>agriculture>ecology>living;the average water use efficiency in Hancheng is 3.26×1012sej/m3.(3)Water supply and demand balance analysis.Based on the analysis of the water consumption of the agriculture,industry,living and ecological environment of Hancheng City in 2020,combined with the future development scale of Hancheng,the quota method is used to forecast the agriculture,industry,life and other water resources of the Hancheng City planning year.And the water demand of the ecological sector;based on the current annual water supply scale,the water availability of each district in the planning year is predicted,and the balance of supply and demand is analyzed based on this.The results show that in 2025,the water shortage in the eastern plateau area will be 9.02 million m3,with a water shortage rate of 8.92%,and the water shortage in the central shallow hilly area will be 10.63 million m3,with a water shortage rate of 35.42%.To meet the water demand requirements of various departments,the water shortage in the central shallow hilly area will be more serious in 2025;in 2035,there will be no water shortage in the eastern plateau area and the Huanglong Mountain secondary forest area,and the water shortage area will still be the central shallow hilly area,with a water shortage of 18.91 million m3,the water shortage rate is 51.48%.(4)Research on the allocation of water resources in Hancheng City.Using a water resource allocation model based on water use efficiency,water resource allocation was carried out for Hancheng City and various departments in the water resources division.From the analysis of the total amount of water distribution in each department,the water distribution in each department in the planning year is in descending order:industry,agriculture,life and ecology.From the analysis of water shortage,the water shortage is the most serious in the shallow hilly area in the middle of the planning year,with the water shortage rate in 2025 and 2035 being 35%and 51%respectively;the water shortage rate of each water-using sector in the planning year is in descending order:agriculture,industry,ecology and life.From the analysis of the results of water resources zoning,the eastern plateau region has the largest water distribution in the planning year,with 92.1 million m3and 129.88 million m3 respectively,followed by the central shallow hilly region with 19.38million m3 and 17.82 million m3,respectively.The area is the least,with 5.53 million m3 and6.35 million m3 respectively. |
